ON TUESDAY, JANUARY 16, 2024, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA MEMBERS PRESENT: Bradley E. Grose, Mayor Michael W. Mullins STAFF PRESENT: Richard Peters, Town Manager Cody Sexton, Deputy Town Manager Antonia Arias-Magallon, Town Clerk/Administrative Manager Andrew Keen, Finance Director/Treasurer Jeremy Carroll, Town Attorney Fabricio Drumond, Police Chief Mayor Grose called the meeting to order at 6:00 p.m. The Town Clerk called the roll with Council Member Liles, Council Member McCarty, Council Member Mullins, Vice Mayor Stovall, and Mayor Grose present. After a Moment of Silence Council Member Liles led the Pledge of Allegiance to the U.S. Flag. Under upcoming community events/ announcements, and Council Activities, Council Member McCarty encouraged everyone to visit the many restaurants and entertainment venues in the community and to follow the Town’s social media and website for more information. Council Member Mullins announced the following Council activities: November 30 – Council Member Luncheon; December 11 – Council Members Liles, Mullins, Vice Mayor attended the Virginia Municipal League Luncheon; December 11 – Stovall attended the Finance Committee meeting; December 12 – All members of Council attended Center; December 12 – All members of Council attended the Town Santa Crawl; December 14 – the Public Works Committee meeting; December 14 – Mayor Grose attended the Roanoke Valley- Alleghany Regional Commission meeting; December 14 – Vice Mayor Stovall Transportation Planning Organization meeting; 2 Town Council get together at Pollard 107 South; All members of Council met separately with Town Manager Peters and Mayor Grose during the first Improvement Projects for the fiscal year 2025 Budget; January 8 – Vice Mayor Stovall and Mayor Grose attended the Finance Committee meeting; and January 10 – Council Members McCarty and Committee meeting. Under requests to postpone, add to, or change the order of the agenda items, Mayor Grose and Town Manager Peters requested to postpone the Employees of the Year 2023 Recognitions under Agenda Item F, 1 to a later date d employees having to work overtime because of the snow. Council Member Mullins made a motion to approve the Consent Agenda as presented; the motion was seconded by Council Member McCarty and carried by the following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. December 5, 2023; approved Resolution No. 2578 to appropriate $610.60 for the sale of scrap metal; approved Resolution No. 2579 to appropriate a $500 donation from the AMVETS group. Under awards, introductions, presentations, and proclamations, Council Member Liles read a proclamation in recognition of Edwards, for his outstanding support for the Town of Vinton. Mr. Edwards expressed his appreciation towards the Town. Under awards, introductions, presentations, and proclamations, Jeremy Holmes, Executive Director with Roanoke Valley-Alleghany Regional Commission gave an update to Council. Mr. Holmes reviewed a PowerPoint that will be at the Town Clerk’ record. The Roanoke Valley- Commission aims to develop and deliver programs and plans that assist the citizens, businesses, and localities. Mr. Holmes commented on the work that the commission does for the communities. Mayor Grose expressed appreciation towards Mr. Holmes and the Regional Commission. Under awards, introductions, presentations, and proclamations, Chris Sayre First Aid Crew, reviewed a PowerPoint that will be available at the Town Clerk’s office as part of the 3 brought in about 25 members since September. Mr. Sayre expressed appreciation towards public works and the police department work. Mr. Sayre expressed condolences over the loss of life members who passed this year. Vice Mayor Stovall commented on the criteria candidates need to meet to be a part of the Vinton First Aid Crew. Mayor Grose membership process. Mayor Grose read an article on Aubrey Vaughan during this week. Under awards, introductions, presentations, and proclamations, Randy Layman, Vinton Historical Society President gave an update on the Vinton Historical Society. Mr. Layman commented on the reach that the Historical Society has had with social media. involved with the Hotel Roanoke Tree Ceremony. Mr. Layman commented on the lift and where they are at. Vice Mayor Stovall finances. Council expressed appreciati the Historical Society. Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution authorizing Manager to execute all documents necessary for the purchase of two (2) parcels of property located Vinton, Virginia and identified as Tax ID# 060.15- 02-15.00-0000 and 060.15-02-24.00-0000. Town Manager Peters gave a brief description of the project that dates back to 2018 when the Town was considering areas at About a year ago, one of the property owners of nine of those properties was seeking to sell. Upon the Town acquiring those properties, not any plans for new buildings to be constructed. The property will be made part of the greenway. Council Member Liles approve the Resolution authorizing necessary for the purchase of two (2) parcels of property located on Glade Road and Cedar Ave in the Town of Vinton, Virginia and identified as Tax ID# 060.15-02-15.00-0000 and 060.15-02-24.00- 0000; the motion was seconded by Council Approval of Resolution No. 2580 authorizing the documents necessary for the purchase of two (2) parcels of property located on Glade Road and Cedar Ave in the Town of Vinton, Virginia and identified as Tax ID# 060.15-02-15.00-0000 and 060.15-02-24.00-0000. 4 vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. Under appointments to boards and commissions, there was a motion to re-appoint Authority to new four- February 3, 2024, and ending February 3, 2028, and Motion to appoint Josh Mullen as an alternate to the Board of Zoning Appeals to a three-year term beginning February 1, 2024, and ending February 15, 2026 Vice Mayor Stovall made a motion to appoint Josh and ending February 15, 2026, and to re-appoint Council Member McCarty as an alternate member and Richard W. Peters as a full member to the Authority to new four- February 3, 2024, and ending February 3, 2028; the motion was seconded by Liles. appointment for Josh Mullen will be brought to the Circuit Court for approval. Board and Zoning Appeals for a term beginning February 1, 2024, a 2026; Re-appointed Council Member McCarty as an alternate member and Richard W. Peters as a full member to Regional Industrial Facility Authority to new four- ending February 3, 2028. Town Manager Peters expressed appreciation to the public works staff for their hard work with the snowfall. Due to the cold weather, the Town offices will have a delay in opening morning. The Town offices will open at 10 a.m. Wednesday morning. Trash will same schedule but will be delayed a little. Mayor Grose and Council Members expressed appreciation for the Town for the playground at the Vinton Baptist Church and public works department for their hard work. They expressed how happy they were seeing everyone downtown and enjoying themselves. Mayor Grose thanked council members and staff for the one-on-one meetings budget. Attachment Proclamation Recommendations Present Proclamation Town Council Agenda Summary PROCLAMATION WHEREAS, team sports are an important part of the curriculum at schools in Roanoke County, teaching cooperation, sportsmanship, and athletic skill; and WHEREAS, the WILLIAM BYRD HIGH SCHOOL FOOTBALL TEAM finished their season as AAA State Semi-finalist with an outstanding overall record of 12 wins and 2 losses; and WHEREAS, the WILLIAM BYRD TERRIERS won the Blue Ridge District Championship and the first regional championship in school history, the 2023 Region 3D Championships; and WHEREAS, the TERRIERS football coach Brad Lutz, who has been head coach of Byrd’s football program for five years, was named Region 3D Coach of the Year; and WHEREAS, 2023 has been one of the best seasons for the Team in years. The purpose of the Program is to recognize employees who have served the Town of Vinton in an exceptional manner, by exemplifying outstanding service through his or her work and have exhibited a positive and supportive attitude. Accreditation VINTON POLICE DEPARTMENT The Vinton Police Department received initial accreditation by VLEPSC in September 2002 The agency was re -accredited in September 2006,2010,2014,and 2018 Our agency received its 5th re-accreditation on August 25, 2022 Re -Accreditation VINTON POLICE DEPARTMENT Accreditation VINTON POLICE DEPARTMENT •Quick Facts: •Our agency will be assessed for re-accreditation again at the end of our 4th Term in August of 2026. •Our first accreditation term date range is August 26, 2022 to August 25, 2023. •In 2023 our accreditation process transitioned from physical hard copy paper files and folder management, to a web-based software platform called PowerDMS. •The accreditation manager continues to learn this new system and improve efficiency in documenting proofs of compliance for standards set forth by the Virginia Law Enforcement Professional Standards Commission (VLEPSC). •A big part of retaining accreditation status is having an accreditation manager who is involved in the Virginia Accreditation Community which includes the Virginia Law Enforcement Accreditation Coalition (VALEAC). Our accreditation manager is also a Senior Assessor for VLEPSC and is active in conducting mock and official assessments at various agencies in Virginia. This process included uploading all of our policies into the web-based software and highlighting sections applicable to each separate standard. The agency must then show proof that we met the specific standard and that we followed our policy and procedures in the process. •In 2023 our accreditation manager was a member of an assessment team in two mock assessments and two official assessments for other agencies. He also attended the annual VALEAC Conference which helps in networking and building relationships with other agency members and accreditation community members.
