P.M. ON TUESDAY, JANUARY 16, 2024, IN THE COUNCIL CHAMBERS OF THE VINTON
MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA
MEMBERS PRESENT: Bradley E. Grose, Mayor

Mayor Grose called the meeting to order at 6:00
p.m. The Town Clerk called the roll with Council
Member Liles, Council Member McCarty, Council
Member Mullins, Vice Mayor Stovall, and Mayor
Grose present.
After a Moment of Silence Council Member
Liles led the Pledge of Allegiance to the U.S. Flag.
Under upcoming community events/
announcements, and Council Activities, Council
Member McCarty encouraged everyone to visit the
many restaurants and entertainment venues in the
community and to follow the Town’s social media
and website for more information.
Council Member Mullins announced the following
Council activities: November 30 – Council Member
Luncheon; December 11 – Council Members Liles,
Mullins, Vice Mayor
attended the Virginia Municipal League Luncheon;
December 11 –
Stovall attended the Finance Committee meeting;
December 12 – All members of Council attended
Center; December 12 – All members of Council
attended the Town Santa Crawl; December 14 –
the Public Works Committee meeting; December
14 – Mayor Grose attended the Roanoke Valley-
Alleghany Regional Commission meeting;
December 14 – Vice Mayor Stovall
Transportation Planning Organization meeting;

Town Council get together at Pollard 107 South; All
members of Council met separately with Town
Manager Peters and Mayor Grose during the first
Improvement Projects for the fiscal year 2025
Budget; January 8 – Vice Mayor Stovall and Mayor
Grose attended the Finance Committee meeting;
and January 10 – Council Members McCarty and
Committee meeting.
Under requests to postpone, add to, or change
the order of the agenda items, Mayor Grose and
Town Manager Peters requested to postpone the
Employees of the Year 2023 Recognitions under
Agenda Item F, 1 to a later date d
employees having to work overtime because of the
snow.
Council Member Mullins made a motion to
approve the Consent Agenda as presented; the
motion was seconded by Council Member McCarty
and carried by the following vote, with all members
voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins,
Stovall, Grose; Nays (0) – None.
December 5, 2023; approved Resolution No.
2578 to appropriate $610.60 for the sale of
scrap metal; approved Resolution No. 2579 to
appropriate a $500 donation from the AMVETS
group.
Under awards, introductions, presentations,
and proclamations, Council Member Liles read a
proclamation in recognition of
Edwards, for his outstanding support for the Town
of Vinton. Mr. Edwards expressed his appreciation
towards the Town.
Under awards, introductions, presentations,
and proclamations, Jeremy Holmes, Executive
Director with Roanoke Valley-Alleghany Regional
Commission gave an update to Council. Mr.
Holmes reviewed a PowerPoint that will be at the
Town Clerk’
record. The Roanoke Valley-
Commission aims to develop and deliver programs
and plans that assist the citizens, businesses, and
localities. Mr. Holmes commented on the work that
the commission does for the communities.
Mayor Grose expressed appreciation towards Mr.
Holmes and the Regional Commission.
Under awards, introductions, presentations,
and proclamations, Chris Sayre
First Aid Crew, reviewed a PowerPoint that will be
available at the Town Clerk’s office as part of the

the project that dates back to 2018 when the Town
was considering areas at

Vice Mayor Stovall made a motion to appoint Josh
and ending February 15, 2026, and to re-appoint
Council Member McCarty as an alternate member
and Richard W. Peters as a full member to the

PROCLAMATION
WHEREAS, team sports are an important part of the curriculum at schools in Roanoke County, teaching cooperation, sportsmanship, and athletic skill; and
WHEREAS, the WILLIAM BYRD HIGH SCHOOL FOOTBALL TEAM finished their season as AAA State Semi-finalist with an outstanding overall record of 12 wins and 2 losses; and
WHEREAS, the WILLIAM BYRD TERRIERS won the Blue Ridge District Championship and the first regional championship in school history, the 2023 Region 3D Championships; and
WHEREAS, the TERRIERS football coach Brad Lutz, who has been head coach of Byrd’s
football program for five years, was named Region 3D Coach of the Year; and
WHEREAS, 2023 has been one of the best seasons for the Team in years.
NOW, THEREFORE, Mayor and Council on behalf of the Town of Vinton and all our citizens, do hereby extend sincere congratulations to the members of the WILLIAM BRYD HIGH SCHOOL

Summary
In November of 2016, the Town established an Employee of the Year Program. The purpose of
the Program is to recognize employees who have served the Town of Vinton in an exceptional
manner, by exemplifying outstanding service through his or her work and have exhibited a positive
and supportive attitude.
These employees were recognized at the Employee Holiday Luncheon in December as Employees
of the Year.

Administration
Accreditation increases the law enforcement agency’s ability to
prevent and control crime through more effective and efficient
delivery of law enforcement services to the community it serves.

The Vinton Police Department received initial accreditation by VLEPSC in
September 2002
The agency was re -accredited in September 2006,2010,2014,and 2018
Our agency received its 5th re-accreditation on August 25, 2022

•Quick Facts:
•Our agency will be assessed for re-accreditation again at the end of our 4th Term in August of 2026.
•Our first accreditation term date range is August 26, 2022 to August 25, 2023.
•In 2023 our accreditation process transitioned from physical hard copy paper files and folder management, to
a web-based software platform called PowerDMS.
•The accreditation manager continues to learn this new system and improve efficiency in documenting proofs
of compliance for standards set forth by the Virginia Law Enforcement Professional Standards Commission
(VLEPSC).
•A big part of retaining accreditation status is having an accreditation manager who is involved in the Virginia
Accreditation Community which includes the Virginia Law Enforcement Accreditation Coalition (VALEAC). Our
accreditation manager is also a Senior Assessor for VLEPSC and is active in conducting mock and official
assessments at various agencies in Virginia.

•In 2023 the accreditation manger completed research and documentation toward the 1st and 2nd
Terms
•125 Standards of compliance were completed in PowerDMS in 2023. This process included
uploading all of our policies into the web-based software and highlighting sections applicable to
each separate standard. The agency must then show proof that we met the specific standard and
that we followed our policy and procedures in the process.
•In 2023 our accreditation manager was a member of an assessment team in two mock
assessments and two official assessments for other agencies. He also attended the annual
VALEAC Conference which helps in networking and building relationships with other agency
members and accreditation community members.
