The next item on the agenda was the annual

standby assistance for large public and muncipal events and private events

Responded to over 1500 calls for calendar year 2018 and our volunteers donated over 23,000 hours

Proclamation – Arbor Day
Summary
The Town of Vinton has been designated as a Tree City USA for the past 17 years. In order to
retain the Tree City USA designation, the Town is required to hold an Arbor Day Celebration,
along with tree plantings and tree education outreach each year.
Staff has been responsible for securing Virginia Department of Forestry grant funding each year,
including this year (18 years), by partnering with Roanoke Valley-Alleghany Regional
Commission (RVARC) in submitting the grant request with the Town providing the required
matching funds. These funds have enabled the Town to plant trees on public properties,
including the elementary schools in Vinton, Wolf Creek Greenway, M.A. Banks Park, and on the
grounds of Vinton Public Works, Vinton War Memorial, Vinton Municipal Building, and the
Craig Avenue Recreation Center.
For this year’s 2019 Arbor Day Celebration, the event will be celebrated in conjunction with
Vinton Branch Library Children’s and Thrasher Memorial UMC Preschool Programs at the
Vinton Branch Library at 10:00 a.m. and will conclude with the planting of Red Sunset Maple
tree at the library. The event will be held on Friday, April 12th beginning at 10:00 a.m. In
addition to the Maple tree, seven Nellie Holly trees will be planted along the Glade Creek
Greenway, between the greenway and Glade Street by Public Works personnel.

PROCLAMATION
WHEREAS, in 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees; and
WHEREAS, this holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska; and
WHEREAS, Arbor Day is now observed throughout the nation and the world; and
WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce oxygen and provide habitat for wildlife; and
WHEREAS, trees are a renewable source giving us paper, wood for our homes, fuel for our fires and countless other wood products; and
WHEREAS, trees in our town increase property values, enhance the economic vitality of business areas, and beautify our community; and
WHEREAS, trees, wherever they are planted, are a source of joy and spiritual renewal.
NOW, THEREFORE, I, Bradley E. Grose, Mayor of the Town of Vinton, and on behalf of Town Council and all our citizens, do hereby proclaim April 12, 2019 as ARBOR DAY in the Town of Vinton, and urge all citizens to plant trees to gladden the hearts and promote the well-being of this and future generations.

Proclamation – National Child Abuse Prevention Month
Summary
The GFWC Woman’s Club of Vinton in conjunction with the Police Department will again be
planting pinwheels in the flower garden in front of the Municipal Building to promote the month
of April as National Child Abuse Prevention Month. This will take place on Tuesday, April
2nd, at 5:00 p.m., just prior to the Council Meeting. A member of the Woman’s Club will be
present at the meeting to make brief comments and receive the Proclamation.

WHEREAS, the health and safety of all citizens is important to the prosperity and well-being of our families and communities; and
WHEREAS, our children are our most valuable resource and will shape the future of the Vinton community; and
WHEREAS, child abuse is considered to be one of our nation’s most serious public health problems, and the majority of child abuse cases stem from situations and conditions that are preventable in an engaged and supportive community; and
WHEREAS, we acknowledge that we must work together as a community to increase awareness about child abuse and how we can we prevent it, because prevention remains the best defense for our children; and
WHEREAS, displaying pinwheels during the month of April will serve as a positive reminder that together we can prevent child abuse and neglect and keep our children safe; and
WHEREAS, the partnership between the General Federation of Women’s Clubs – Vinton Women’s Club and the Vinton Police Department have worked together to raise awareness and promote the prevention of child abuse in our community.

Proclamation for National Public Safety Telecommunicators Week
Summary
The week of April 14 through April 20 has been declared "National Public Safety
Telecommunicators Week" by the Senate and House of Representatives of the United States of
America. The Town of Vinton would like to recognize the Communications Officers of the
Roanoke County Emergency Communications Center, who serve the Town of Vinton and
Roanoke County faithfully and professionally with a proclamation for their service.

PROCLAMATION
WHEREAS, the week of April 14 through 20, 2019, has been declared "National Public Safety Telecommunicators Week" by the Senate and House of Representatives of the United States of America; and
WHEREAS, the President of the United States issued a proclamation calling upon the people of the United States to observe that week with appropriate ceremonies and activities; and
WHEREAS, problems of crime, fire and other disasters touch and affect all segments of our society, and if unabated, can undermine and erode both moral and economic strengths of our community; and
WHEREAS, men and women are engaged in the operation of emergency response systems for the Town of Vinton; and
WHEREAS, these professionals are responsible for responding to stressful telephone calls from the general public for police, fire, and emergency medical assistance, and for calmly and professionally dispatching appropriate assistance to help save the lives and property of our citizens; and
WHEREAS, our Communications Officers daily serve the public in countless ways without recognition by the beneficiaries of their services.
NOW, THEREFORE, I, Bradley E. Grose, Mayor of the Town of Vinton, and on behalf of Town Council and all our citizens, do hereby proclaim APRIL 14-20, 2019 as NATIONAL PUBLIC

Summary
The Town of Vinton’s real estate assessment less new construction has increased by
approximately 2.34% for the calendar year 2019. A summary of the preliminary assessed values
and corresponding tax levies are shown below:

calendar year 2019 shall be fifty percent (50%) or fifty cents ($.50) per one hundred dollars

Consider adoption of a Resolution setting the allocation percentage for Personal Property Tax Relief in
the Town of Vinton for the 2019 tax year.
Summary
The Personal Property Tax Relief Act (PPTRA or the Act) of 1998 established a statewide program to
provide relief to owners of personal use motor vehicles. The 1998 Act envisioned a five year phase-in of
relief expressed as a percentage of the bill related to the first $20,000 of personal use vehicle value. Costs
soared and percentage was frozen at 70% since 2001.
In 2004 and 2005, additional legislation was passed to amend the original Act. This legislation capped
PPTRA at $950 million for all Virginia localities for Tax Years 2006 and beyond. PPTRA funds are
allocated to individual localities based on each government’s pro rata share of Tax Year 2004 payments
from the Commonwealth. The Town’s share of the $950 million is $203,096.
In order to put these changes into effect, the Town Council adopted an Ordinance that set the framework
for the implementation and administration of the 2004-2005 changes to the Personal Property Tax Relief
Act (PPTRA) of 1998. This ordinance was adopted on December 6, 2005.
The Town uses The PPTRA Allocation Model developed by the State to calculate the effective
reimbursement rate. This model uses historical trends and a five year rolling average to calculate the
effective reimbursement rate. This same methodology for calculating the rate is used by many of our
neighboring localities.
In 2019, once again the County Finance staff computed the effective reimbursement rate based upon the
PPTRA allocation model. The percentage is similar to those localities that are ready to adopt their
resolutions. The rate for the Town of Vinton is 57.49%.

WHEREAS, in accordance with the requirements set forth in Section 58.1-3524 (C) (2) and
Section 58.1-3912 (E) of the Code of Virginia, as amended by Chapter 1 of the Acts of
Assembly and as set forth in item 503.E (Personal Property Tax Relief Program or “PPTRA”) of
Chapter 951 of the 2005 Acts of Assembly, a qualifying vehicle with a taxable situs within the
Town commencing January 1, 2019, shall receive personal property tax relief; and
WHEREAS, this Resolution is adopted pursuant to Vinton Code § 86-58 enacted by the Council
of the Town of Vinton on December 6, 2005.
NOW THEREFORE, BE IT RESOLVED, BY THE COUNCIL OF THE TOWN OF
VINTON, VIRGINIA, as follows:
1. That tax relief shall be allocated so as to eliminate personal property taxation for
qualifying personal use vehicles valued at $1,000 or less.
2. That qualifying personal use vehicles valued at $1,001-$20,000 will be eligible for
57.49% tax relief.
3. That qualifying personal use vehicles valued at $20,001 or more shall only receive
57.49% tax relief on the first $20,000 of value.
4. That all other vehicles which do not meet the definition of “qualifying” (for example,
including but not limited to, business use vehicles, farm use vehicles, motor homes, etc.)
will not be eligible for any form of tax relief under this program.
5. That the percentages applied to the categories of qualifying personal use vehicles are
estimated fully to use all available PPTRA funds allocated to the Town of Vinton by the
Commonwealth of Virginia.
6. That entitlement to personal property tax relief for qualifying vehicles for tax year 2005
and all prior tax years shall expire on September 1, 2006, or when the state funding for
tax relief is exhausted or depleted. Supplemental assessments for tax years 2005 and
prior that are made on or after September 1, 2006 shall be deemed ‘non-qualifying’ for

purposes of state tax relief and the local share due from the taxpayer shall represent 100%
of the assessed personal property tax.
This Resolution shall be effective from and after the date of its adoption.

Consider adoption of a Resolution authorizing the Town Manager to execute an Engagement
Letter for Professional Services between the Town of Vinton and Davenport & Company, LLC
Summary
The Finance Committee was briefed at the regularly scheduled meeting regarding the estimated
cost and benefit of installing new meters at the locations located on the Town’s water line. Staff
recommended performing a rate study to ensure that future needs and current needs would be
sustainable under the rate structure. The Town Staff obtained three quotes to perform the service,
and the Finance Committee evaluated the quotes and level of service. Based on the offers
provided, the Finance Committee recommends pursuing a contract with Davenport & Company,
LLC for cost and quality of service.
Council was briefed on the current method of reading and the engagement letter for a rate study
at the meeting on January 15, 2019. The cost to perform the rate study will be approximately
$12,500. Funds are currently budgeted for this project, and will not require a mid-year
appropriation.

This Financial Advisory Agreement (“Agreement”) is entered into as of March ___, 2019 between the
Town of Vinton, VA (the “Town”) and Davenport & Company LLC (“Davenport”). This Agreement is
specific to financial advisor services related to a study of the Town’s Water & Sewer Enterprise Fund
user rates (the “Project”).
In accordance with Rule G-23 of the Municipal Securities Rulemaking Board, Davenport is required to
have a written agreement with the Town disclosing the financial advisory services it will provide and the
basis of its compensation.
In connection with the Project, Davenport will perform the following services, among others, as desired
by the Town:
1. Review the Town’s historical operating trends as well as how they performed versus the
previous study;
2. Evaluate the Town’s current position with respect to a number of key utility metrics such
as Days Cash on Hand and Debt Service Coverage;
3. Provide a peer comparison analysis to review the system’s performance relative to similar
systems;
4. Update the previously developed comprehensive pro forma for the Town’s system that
projects future revenues, expenditures, capital expenditures and debt service;
5. Review key future infrastructural projects and recommend potential funding strategies in
order to complete the projects;
6. Recommend a multi-year rate structure for the Town that ensures that the system is self-
supporting while also funding its capital needs, including reviewing fixed versus
volumetric rates and the feasibility of moving to monthly billing and how it effects fund
balance; and,
7. Present the results of our analysis in a report and/or presentation to the Town Council for
its consideration.
The Town will cooperate in provision of information necessary to finalize the assignment in timely
manner. We would expect this project to be completed in the 60 to 75 day range.
For the services referenced above, Davenport proposes an hourly compensation structure subject to a not
to exceed fee of $12,500 plus out-of-pocket and indirect expenses. Davenport shall be entitled to

receive its agreed upon fees plus reasonable and necessary out-of-pocket expenses, including costs of
travel, meals, lodging and express mail incurred in connection with the services pertaining to this
project. In addition, the Town shall pay four percent (4%) of any fee amount billed for indirect expenses
such as conference calls, printing, binding, postage and other incidental expenses. Invoicing would take
place upon completion of the project.
Davenport proposes that hourly compensation will be based upon the following rate structure:
The Town or Davenport may terminate this agreement at any time upon thirty (30) days written notice
without cause. Davenport will be reimbursed for services and expenses provided prior to termination.

Summary
Vinton staff applied for the VBAF Grant in January of 2019 for site environmental remediation
and to conduct additional Phase II ESA’s for the property located at the intersection of South
Pollard, Cedar Avenue and 1st Street. The Town was recently notified that a portion of our grant
request was approved (additional environmental testing) and execution of a Performance
Agreement is required to receive the funds and confirm acceptance of the grant requirements
associated with the project’s completion.
The Town’s current and anticipated expenses to acquire the property will be used to meet the
required one-to-one local match.

This PERFORMANCE AGREEMENT (this “Agreement”), dated as of the Effective
Date, by and between the VIRGINIA ECONOMIC DEVELOPMENT PARTNERSHIP
AUTHORITY (“VEDP”), a political subdivision of the Commonwealth of Virginia (the
“Commonwealth”), and the GRANTEE identified in the Executive Summary above, recites and
provides as follows:
Recitals:
1. The Virginia Brownfields Restoration and Economic Redevelopment Assistance Fund (the
“VBAF”) was established pursuant to § 10.1-1237 of the Code of Virginia of 1950, as amended
(the “Virginia Code”), to promote the restoration and redevelopment of brownfield sites in the
Commonwealth and to address environmental problems or obstacles to reuse so that such sites can
be effectively marketed to new economic development prospects;
2. The VBAF is administered by the Virginia Resources Authority (“VRA”), and VEDP
directs the distribution of grants from the VBAF;
3. VEDP, in consultation with the Virginia Department of Environmental Quality (“DEQ”),
has established guidelines for the awarding of Site Remediation Grants from the VBAF;
4. The Grantee submitted an application for a Site Remediation Grant to assist with the
Investment (set forth in Exhibit A attached hereto) being made by or on behalf of the Grantee for
the Project at the Site;
5. VEDP, in consultation with DEQ and based upon the VBAF priorities, has awarded the
Grant to the Grantee for the Project;
6. VEDP and the Grantee desire to set forth their mutual understanding and agreement as to
the payout of the Grant, the use of the Grant proceeds, the obligations of the Grantee, and the
repayment by the Grantee of all or part of the Grant proceeds under certain circumstances, all of
which shall be governed by this Agreement; and
7. The restoration and redevelopment of brownfield sites and addressing environmental
problems or obstacles to reuse of such sites constitutes a valid public purpose for the expenditure
of public funds and is the animating purpose in making the Grant:
NOW, THEREFORE, in consideration of the foregoing, the mutual benefits, promises and
undertakings of the parties to this Agreement, and other good and valuable consideration, the
receipt and sufficiency of which are hereby acknowledged, the parties covenant and agree as
follows.

Section 1. Construction and Definitions.
(a) Incorporated Terms: The Executive Summary, signature page, and recitals above,
and exhibits attached hereto, constitute integral parts of this Agreement and are hereb y
incorporated by reference.
(b) Variations: To the extent any terms and conditions set forth in the Variations
section of the Executive Summary, if applicable, conflict with the terms and conditions set forth
below, the terms and conditions set forth in the Variations section of the Executive Summary shall
prevail.
(c) Definitions: As used in this Agreement, terms set forth in the first column of the
Executive Summary shall have the meanings ascribed thereto in the second column, and the
following terms shall have the following definitions:
“Grant Report” means a report in the form of Exhibit B attached hereto delivered in
accordance with Section 4(b).
“Investment” means expenditures by or on behalf of the Grantee associated with the
Project, including the Grant proceeds and the Local Match, made in accordance with
Exhibit A attached hereto.
“Local Match” means the required one-to-one match by the Grantee of the amount
of the Grant from public and/or private sources in either cash or documented reasonable
and necessary costs associated with the Project, as identified in the Executive Summary.
“Performance Date” means the date designated as such in the Executive Summary,
which is the date by which the Grantee expects to have completed the Project. If VEDP,
in consultation with DEQ, deems that good faith and reasonable efforts have been made
and are being made by the Grantee to complete the Project, the Performance Date may be
extended by up to 15 months and the date to which the Performance Date has been extended
shall be the “Performance Date” for the purposes of this Agreement.
Section 2. Grant, Disbursement, and Use of Grant Proceeds.
(a) Grant: VEDP, in consultation with DEQ and based upon the VBAF priorities, has
awarded the Grant to the Grantee for the Project.
(b) Disbursement: The Grant will be paid to the Grantee in full after: (i) completion of
the Project; (ii) the Grantee’s delivery of the Grant Report to VEDP; and (iii) verification of the
Report by VEDP and DEQ. The Grantee shall promptly provide such additional information and
documentation requested by VEDP or DEQ to complete the verification. Promptly after
verification, VEDP will direct VRA to disburse the Grant proceeds to the Grantee by wire transfer
in accordance with the ACH instructions previously provided by the Grantee.

(c) Use of Grant Proceeds: The Grantee will expend the proceeds of the Grant only as
permitted by § 10.1-1237 of the Virginia Code and as part of the Investment in accordance with
Exhibit A attached hereto.
Section 3. Investment.
(a) Investment: The Grantee expects to make the Investment and complete the Project
on or before the Performance Date. As the Project is undertaken, adjustments to the Investment
may be needed. Except for de minimis adjustments (impacting, in the aggregate, less than 10% of
the Grant proceeds), adjustments to the Investment require the prior written approval of VEDP and
must be reflected on a revised Exhibit A provided to VEDP.
(b) Local Match: The Grantee will make the Local Match on or before the Performance
Date.
(c) Supplemental Grant: If the Investment proves insufficient to allow the Grantee to
complete the Project or other associated work identified through the results of the Project, a
supplement grant in an amount of up to 20% of the Grant may be awarded if that additional amount,
plus other identified funds, will be sufficient to allow completion and if monies are available from
the VBAF. If such a supplemental Site Remediation Grant is awarded, the Grantee must provide
an additional Local Match.
Section 4. Reporting.
(a) Interim Reports: The Grantee shall provide an interim report on the progress of the
Project at such times as VEDP and DEQ may request.
(b) Grant Report: Promptly after completion of the Project, the Grantee will deliver
the Grant Report to VEDP. Such report must be completed, signed by an authorized representative
of the Grantee, and have copies of invoices and all other required supporting documentation
attached.
(c) Status Reports: After the Performance Date, at such times as VEDP and DEQ may
request, the Grantee shall provide a written detailed report reasonably satisfactory to VEDP
providing an update on the Site, including whether (i) the Site was successfully marketed to a new
economic development prospect, and (ii) the Project generated any additional private investment
and job creation.
(d) Costs of Reporting: The costs of reporting will be borne by the Grantee.

Section 5. Repayment Obligations.
(a) If Investment is Less than Expected: If the Grant Report indicates that the Grantee
was able to complete the Project for less than the expected Investment, such that the amount of the
Grant proceeds exceeds the Local Match or the Grantee will not need all of the Grant proceeds
previously disbursed to the Grantee, the Grantee must repay to VEDP an amount equal to the
excess amount or the amount of the Grant proceeds no longer required.
(b) If Grant Proceeds are Misspent: If the Grant Report indicates, or any evidence
gathered by VEDP reveals, that any Grant proceeds have been expended on anything other than
the Investment, the Grantee must repay to VEDP the amount so misspent.
(c) Failure to Complete by Performance Date: If it is determined that the Grantee is
unable to complete the Project and expend the Grant proceeds by the Performance Date and the
Performance Date is not extended, the Grantee must repay to VEDP the unspent proceeds of the
Grant as of the Performance Date.
(d) Repayments to Fund: VEDP will provide written notification to the Grantee if any
repayment is due from the Grantee to VEDP under this Agreement. Within 60 days of receiving
such notification, the Grantee will make the repayment to VEDP, subject to appropriation. Any
repayment received by VEDP will be promptly transferred by VEDP to the VRA for redeposit to
the VBAF.
Section 6. Notices.
Formal notices and communications among the parties shall be given either by (i) personal
service, (ii) delivery by a reputable document delivery service that provides a receipt showing date
and time of delivery, (iii) mailing utilizing a certified or first class mail postage prepaid service of

Section 7. Miscellaneous.
(a) Entire Agreement; Amendments: This Agreement constitutes the entire agreement
between the parties hereto as to the Grant, and may not be amended or modified, except in writing,
signed by each of the parties hereto. This Agreement shall be binding upon and inure to the benefit
of the parties hereto and their respective successors and assigns. The Grantee may not assign its
rights and obligations under this Agreement without the prior written consent of VEDP.
(b) Governing Law; Venue: This Agreement is made, and is intended to be performed,
in the Commonwealth and shall be construed and enforced in accordance with the laws of the
Commonwealth. Jurisdiction and venue for any litigation arising out of or involving this
Agreement shall lie in the Circuit Court of the City of Richmond, and such litigation shall be
brought only in such court. In the event this Agreement is subject to litigation, each party shall be
responsible for its own attorneys’ fees.
(c) Counterparts: This Agreement may be executed in one or more counterparts, each
of which shall be an original, and all of which together shall be one and the same instrument.
(d) Severability: If any provision of this Agreement is determined to be unenforceable,
invalid or illegal, then the enforceability, validity and legality of the remaining provisions will not
in any way be affected or impaired, and such provision will be deemed to be restated to reflect the
original intentions of the parties as nearly as possible in accordance with applicable law.

AT A REGULAR MEETING OF THE VINTON TOWN COUNCIL HELD ON TUESDAY,
APRIL 2, 2019 AT 7:00 PM IN THE COUNCIL CHAMBERS OF THE VINTON
MUNICIPAL BUILDING, 311 SOUTH POLLARD STREET, VINTON, VIRGINIA 24179.
WHEREAS, the Virginia Brownfields Restoration and Economic Redevelopment Assistance
Fund (VBAF) was established pursuant to § 10.1-1237 of the Code of Virginia of
1950, to promote the restoration and redevelopment of brownfield sites in the
Commonwealth and to address environmental problems or obstacles to reuse so
that such sites can be effectively marketed to new economic development
prospects; and
WHEREAS, the VBAF is administered by the Virginia Resources Authority (“VRA”), and the
VEDP directs the distribution of the grants from the VBAF; and
WHEREAS, VEDP, in consultation with the Virginia Department of Environmental Quality
(DEQ), has established guidelines for the awarding of Site Assessment and
Planning Grants from the VBAF; and
WHEREAS, The Town of Vinton submitted an application for a Site Remediation Grant to
assist with the Investment (set forth in Exhibit A attached hereto) for the project
Site; and
WHEREAS, VEDP, in consultation with DEQ and based upon the VBAF Program priorities,
has awarded the Grant to the Town of Vinton for the Project; and
WHEREAS, VEDP and the Town of Vinton desire to set forth their understanding and
agreement as to the payout of the Grant, the use of the Grant proceeds, the
obligations of the Grantee, and the repayment by the Grantee of all or part of the
Grant under certain circumstances; and
WHEREAS, the restoration and redevelopment of brownfield sites and addressing
environmental problems or obstacles to reuse constitutes a valid public purpose
for the expenditure of public funds and is the animating purpose in making the
Grant.
NOW, THEREFORE, BE IT RESOLVED, BY THE COUNCIL OF THE TOWN OF
VINTON, VIRGINIA, AS FOLLOWS:
1. The Performance Agreement is hereby approved in a form substantially similar to the one
presented to Council and approved by the Town Attorney.
2. The Town Manager is hereby authorized, for and behalf of the Town, to execute and then
deliver the Performance Agreement in furtherance of the same.

BOARD OF ZONING APPEALS
Board of Zoning Appeals – made up of five citizens who are appointed by Town Council. The main role of the BZA is to
hear variance applications relative to the Town of Vinton’s Zoning Ordinance.
A variance request is typically made when a property owner feels that the strict application of the Zoning Ordinance will
create a unique and undue hardship on how he or she intends to use the property.
The BZA also has the authority to hear and decide appeals from any order, requirement, decision, or determination made
by the zoning administrator or any other administrative officer in the administration or enforcement of the Vinton Zoning
Ordinance. Additionally, the BZA has the authority to grant special exceptions from the Vinton Zoning Ordinance.
Meeting schedule - The Board of Zoning Appeals meets on an as-needed basis. When an application is received, a
meeting is scheduled with the board members as soon possible.
Terms - Members serve five (5) year terms. MEMBERS MUST BE CERTIFIED WITHIN TWO (2) YEARS OF
APPOINTMENT.

Re: Land Use Education Program- Certified Board of Zoning Appeals Program Update
After a discussion with the Director of the Land Use Education Program (LUEP), they have
informed our department that they will be offering an online option for the Certified BZA
Program for the year 2019 and onward.
In 2019, the 38th Certified BZA Program will be held in Richmond, VA on the VCU Campus.
The opening session will take place on October 3rd and 4th, and the closing session will take
place on December 2019. However, they will be recording these sessions and mailing out the
textbook material for individuals who prefer the online option.
In between these two sessions, there are ten (10) weeks of weekly homework assignments that
follow along the reading material. The Director informed me that participants will still be able to
ask any questions and receive guidance via phone or email on their own time if they choose the
online option.
Also, the Certified Planning Commissioner Program will begin to be offered during the summer
in Roanoke from 2019 and onward. The CPC Program is offered twice per year, and the BZA
Program is offered once per year.
I believe this is an innovative approach that will incentive greater interest in the Board of Zoning
Appeals member positions.
