ON TUESDAY, JANUARY 2, 2018, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA MEMBERS PRESENT: Bradley E. Grose, Mayor Matthew S. Hare, Vice Mayor Keith N. Liles Sabrina McCarty Janet Scheid STAFF PRESENT: Barry W. Thompson, Town Manager Susan N. Johnson, Executive Assistant/Town Clerk Susan Waddell, Town Attorney Pete Peters, Assistant Town Manager Anne Cantrell, Treasurer/Finance Director Joey Hiner, Public Works Director Fabricio Drumond, Assistant Police Chief The Mayor called the regular meeting to order at 7:00 p.m. The Town Clerk called the roll with Council Member Liles, Council Member McCarty, Council Member Scheid, Vice Mayor Hare and present. Roll call After a Moment of Silence, Anne Cantrell led the Pledge of Allegiance to the U.S. Flag. Under upcoming community events, Council Member McCarty announced the following event: January 8-12:15 pm – Bridal Party-free lunchtime play for Vinton Seniors-Star City Playhouse. Council Member Scheid made a motion to approve the Consent Agenda as presented; the motion was seconded by Vice Mayor Hare following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Scheid, Hare, Grose; Nays (0) – None. Council meeting of December 19, 2017 The next item on the agenda was a briefing on the 2018 Roanoke County Real Estate Reassessment. then gave his PowerPoint presentation on the 2018 Real Estate Reassessment. Town’s Real Estate Assessment and new construction history; median sales price history for single residential 2 Schedule and information regarding exemptions and the tax freeze program. (A copy of the presentation is part of the permanent record.) commented that the increase in the multi-family lofts. potential impact of the market value of the surrounding Council Member Scheid commented that if there was a argue the merits of the historic tax credits in the future and to t renovating that building and the old William Byrd High School will increase those values. the Town that is classified agricultural and responded that is a parcel on Niagara Road. Vice Mayor Hare commented that regional cooperation has been an important factor in the upward trend with regard to real estate. He then asked if we would have We have to advertise anything over 1% and this year we will have to do the detailed notice and advertise 30 days in advance of the Public Hearing. The Town Manager announced that the equipment lease which was authorized at the last Council meeting closed on Friday, December 29th available in escrow and staff is in completing the bid process to purchase the equipment items. Vice Mayor Hare asked if the concern with the tax law t very next day happened. responded anticipating saving and indicated he would get in touch with Mr. Fo place with the tax law changes. Under reports from Council Committees, Vice Mayor Hare commented that the Fina met on December 21st Council will be briefed on at an upcoming meeting. A correction needs to made to the recent policy that was 3 intradepartmental and interdepartmental transfers that will be brought back to Council at their January 16th regarding retirees’ group health insurance. With regard to the November Financial Statement, we $107,000 with the largest share of that being an early Spending is under the projection. Department salaries line item is over budget due to the need to be a c budget. In the Utility Fund, revenues are up and expenditures are down based on the timing of projects. over last year by $700,000 year over year. The Town Manager commented that we received the gain sharing payment of $567,000, which was more comm the amount that was received last year. Vice Mayor Hare made a motion to approve the November 2017 Financial Report as presented motion was seconded by Council Member Scheid and carried by the following Vote 5-0; Yeas (5) – Liles, McCarty, Grose; Nays (0) – None. Approved the Financial Report The Mayor expressed appreciation to the Public weather on water line repairs. the Town during 2017. He future of the Town and looks forward to 2018. All members of Council also commented on the article in The Vinton Messenger and wished everyone a Happy New Year. Council Member asked Joey Hiner if there were plans to put the “Stop, Pedestrian Walk Way” sign back up in front of the Municipal Building. Mr. Hiner 4 Vice Mayor Hare made a motion to adjourn the meeting; the motion was seconded by Council Member Liles voting: Vote 5-0; Yeas (5) – Liles, McCarty, Scheid, Hare, Grose; Nays (0) – None. Johnson, CMC, Town Clerk 1 Meeting Date January 16, 2018 Department Administration Issue Proclamation – Adverse Weather Conditions Summary Council and Administration would like to recognize the departments, town employees and volunteers who provided exceptional service during the recent adverse weather conditions. Attachments Proclamation Recommendations Read Proclamation Town Council Agenda Summary PROCLAMATION WHEREAS, the Town’s infrastructure, facilities and services are of vital importance to the health, safety and well-being of the citizens of the Town of Vinton; and WHEREAS, town employees provide critical response capabilities, experience and support in times of emergency; and WHEREAS, during the recent extreme cold weather from December 31st to January 7th the daily temperature lows ranged from -2 to 15 degrees with wind chill factors ranging from -6 to 11 degrees and daily highs remaining below the freezing point; and WHEREAS, the Public Works Department braved these conditions repairing water breaks caused by the adverse weather conditions, thawing frozen meters at customer sites and providing road salt on bridges and road slopes when the threat of inclement weather prevailed while still continuing their normal everyday duties and assignments; and WHEREAS, the Police Department responded to a power outage on January 6, 2018 by going door to door in affected neighborhoods to check on residents. The Department also arranged transportation for individuals in need to a warming center at the Vinton War Memorial opened by the Town’s Emergency Services Coordinator and staffed by town employees and a volunteer; and WHEREAS, the Fire/EMS Department along with the Volunteer First Aid Crew responded to an increased number of fire and EMS calls related to the adverse weather conditions; and WHEREAS, the efficiency of the highly qualified and dedicated people who staff our Public Works, Police and Fire/EMS Departments and other town employees along with the Volunteer First Aid Crew and other volunteers who responded during these adverse weather conditions are recognized for their dedication and positive attitudes as they carried out their assigned tasks in providing these important services to our citizens of our Town. NOW, THEREFORE, I, Bradley E. Grose, Mayor of the Town of Vinton, and on behalf of Town Council and all our citizens do hereby express our sincere appreciation and thanks to our Public Works, Police, Fire/EMS Departments and other town employees along with the Volunteer First Aid Crew and other volunteers for their outstanding commitment to public service and especially for their service during these adverse weather conditions. Summary The Finance Committee reviewed the current policy at the December 21, 2017 meeting. Based on the current policy, Town management is unable to make any budget transfers unless taken to the Finance Committee. In order to make operations more efficient, the Finance Committee is recommending that the current Resolution be revised to allow the Town Manager to approve budget transfers within a department. The proposed Resolution would allow the Town Manager to move up to $10,000 budget funding between department codes with the authorization of the Finance Committee. All budget transfers that exceed $10,000 would still need to be taken to the Town Council for approval by Resolution. AT A REGULAR MEETING OF THE VINTON TOWN COUNCIL HELD ON TUESDAY, FEBRUARY 6, 2018 AT 7:00 PM IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING, 311 SOUTH POLLARD STREET, VINTON, VIRGINIA WHEREAS, the Finance Committee of the Vinton Town Council has reviewed the Intradepartmental and Interdepartmental Transfer Policy adopted by Council on July 18, 2017 by Resolution No. 2207 and has recommended changes to said Policy; and WHEREAS, the Vinton Town Council was briefed on the proposed changes to said Policy at its meeting on January 16, 2018; and WHEREAS, it is the intent of Council that this new Policy supersede and replace any previous version. NOW THEREFORE, BE IT RESOLVED that the Vinton Town Council does hereby approve the following: 1. The Town Manager is authorized to approve all intradepartmental transfers in an amount not to exceed $10,000 per occurrence; and 2. The Town Manager is authorized to approve interdepartmental transfers in an amount not to exceed $10,000 per occurrence with approval from the Finance Committee; and 3. All intradepartmental and interdepartmental transfers that exceed $10,000 per occurrence must be presented and approved by Council; and 4. This policy will be reviewed by the Finance Committee on a fiscal year basis and with any changes to management; and 5. This Policy will become effective immediately and supersedes and replaces any previous version. Johnson, CMC, Town Clerk Meeting Date January 16, 2018 Department Finance/Treasurer Issue Briefing on proposed Grant Fund Summary The Town has seen an increase in grant activity during the past two fiscal years. In order to improve our financial reporting, the Finance Committee is recommending that the Town establish a separate grant fund. Currently, this would move the following grants out of the general fund: 1. DMV Overtime Grant 2. DCJS Grant 3. 21st Century Policing Grant 4. BVP Vest Grant 5. LE Block Grant 6. DMV DUI Taskforce Grant 7. VDOT Greenway Phase II Grant 8. CDBG Planning Grant 9. Gish’s Mill Study Grant 10. Fire Department Grant As new grants are approved, the general ledger numbers would be created by the Finance Department and budget appropriation requested through Council. The Finance Department will issue an administrative policy to be reviewed during the budget process and included in the budget document to provide guidance to departments on grant procedures. Town Council Agenda Summary Meeting Date January 16, 2018 Department Council Issue Request to Convene in Closed Meeting, Pursuant to § 2.2-3711 (A) of the 1950 Code of Virginia, as amended, for discussion regarding appointments to boards and commissions as authorized by subsection 1 Summary The following appointments need to be considered by Council: Board of Zoning Appeals Donald Altice has resigned from the BZA effective at the end of his current term on January 16, 2018. Justin Davison has resigned from the BZA effective December 30, 2017. Highway Safety Commission The terms of James Warren Childress, II, Fred L. Swisher and Michael Hopkins expire on February 4, 2018. Western Virginia Regional Industrial Facility Authority Mayor Grose and Barry Thompson’s terms expire on February 4, 2018. IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING, 311 SOUTH POLLARD STREET, VINTON, VIRGINIA. CERTIFICATION THAT A CLOSED MEETING WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA WHEREAS, the Town Council of the Town of Vinton, Virginia has convened a closed meeting on this date, pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and, WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the Vinton Town Council that such closed meeting was conducted in conformity with Virginia Law. NOW, THEREFORE, BE IT RESOLVED that the Vinton Town Council hereby certifies that to the best of each member's knowledge: 1. Only public business matters lawfully exempted from opening meeting requirements by Virginia law were discussed in the closed meeting to which this certification applies; and 2.
