Briefing proposed amendment to the Intradepartmental and Interdepartmental Transfer Policy
adopted by Council on July 18, 2017.
Summary
The Finance Committee reviewed the current policy at the December 21, 2017 meeting. Based
on the current policy, Town management is unable to make any budget transfers unless taken to
the Finance Committee. In order to make operations more efficient, the Finance Committee is
recommending that the current Resolution be revised to allow the Town Manager to approve
budget transfers within a department. The proposed Resolution would allow the Town Manager
to move up to $10,000 budget funding between department codes with the authorization of the
Finance Committee. All budget transfers that exceed $10,000 would still need to be taken to the
Town Council for approval by Resolution.

Briefing on proposed Grant Fund
Summary
The Town has seen an increase in grant activity during the past two fiscal years. In order to
improve our financial reporting, the Finance Committee is recommending that the Town
establish a separate grant fund. Currently, this would move the following grants out of the
general fund:
1. DMV Overtime Grant
2. DCJS Grant
3. 21st Century Policing Grant
4. BVP Vest Grant
5. LE Block Grant
6. DMV DUI Taskforce Grant
7. VDOT Greenway Phase II Grant
8. CDBG Planning Grant
9. Gish’s Mill Study Grant
10. Fire Department Grant
As new grants are approved, the general ledger numbers would be created by the Finance
Department and budget appropriation requested through Council. The Finance Department will
issue an administrative policy to be reviewed during the budget process and included in the
budget document to provide guidance to departments on grant procedures.
