Council needs to appoint a Council Member to complete the unexpired term of Council Member Scheid to end June 30, 2020. Greater Roanoke Transit Company Board At the annual Stockholder Meeting of the GRTC Board on June 18, 2018, the Board approved a permanent seat on the Board for the Town of Vinton. Staff recommends appointing Richard W. “Pete” Peters, to the Board to serve a one-year term beginning July 1, 2018 and ending June 30, 2019. Roanoke Valley Regional Cable TV Committee Council Member Scheid has resigned from the RVTV Committee effective July 1, 2018. Council needs to appoint a Council Member to replace Council Member Scheid. Roll call After a Moment of Silence, the Police Officers present in the audience led the Pledge of Allegiance to the U.S. Flag. Under upcoming community events, Council Member McCarty announced the following: June 9 – Mingle at the Market – 7:00 to 10:00 pm with Faded Travelers and New Habit – Farmers Market; June 8-25 – the 2nd, 4th and 5th Fridays – 7:00 to 9:00 pm - Blue Grass Music and Dance – VFW. Council Member Scheid made a motion to approve the seconded by Council Member Liles and carried by the following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Scheid, Hare, Grose; Nays (0) – None. Approved minutes of the Regular Council Meetings of May 1 and May 15, 2018 The next item on the agenda was the Police Department 2017 awards. Lieutenant Austin: Traffic Safety Award – Officer 2 Drug Enforcement Award – Officers Hoover and Cox and Leadership Award – Sergeant Michael Caldwell Sergeant Caldwell made comments and introduced the Officer of the Year – Officer Shrewsbury. Chief Foster support given to his Department. doing a summer internship researching about the history of the Vinton Police Department. The next item on the agenda was a Proclamation for National Safety Month. Donna Collins made and that this will be the first year of celebration in the Town. The Mayor presented the Proclamation. The next item on the agenda was to consider adoption of an Ordinance approving the Town of Vinton, Virginia budget for the fiscal year beginning July 1, 2018 and ending June 30, 2019 the General Fund now being Fund at $33,903; the Utility Fund at $3,720,200 and the Stormwater Fund at $409,764. The changes made to the revenues are an increase $190,000 for purchase of Fee by $5,000, which is an item that was not included in the proposed budget and will continue each year; and an increase in interest income by $28,500 based on the CD renewal rate increase. The changes made to the are an increase in the Collection by $190,000 for purchase of increase in $30,000 for Garthright Bridge; increase in RVTV budget, which final figure budget was presented; re-allocating funds to a Non Department Transfe increase/decrease on the Insurance Accounts based on VML Renewal Notification received elimination of three (3) unfunded positions— Fire/EMS, one in Public Works and one in Police. June 30, 2019 The next item on the agenda was to consider adoption of an Ordinance amending Section 86-259, “Rates of license taxes,” of A Chapter 86, “Taxation,” of providing for an effective date. commented that staff recommends updating our Ordinance to match the Roanoke Valley. Revenues would be approximately $50,000. Several small businesses will see a reduction when they renew their business license in January of 2019 with the largest impact being in the professional category. The Public Hearing was held on May 15, 2018 and there has been no advertisement, Council considered a change to increase the minimum gross receipts from $100,000 to $125,000 to align with the change in Roanoke County. The Ordinance has been updated to reflect this change. Ms. Cantrell further commented that staff will be further reviewing the business license section of the Town Code to bring it in line with the State Code. Those recommended changes will be brought back to Council for consideration at a later date. Council Member Liles Ordinance Council Member McCarty roll call vote, with all members voting: Vote 5- (5) – Liles, McCarty, Scheid, Hare, Grose; Nays (0) – None. Adopted Ordinance No. 995 amending Section 86-259, “Rates of “Licenses,” Chapter 86, “Taxation,” of the Vinton Town Code and providing for an effective date The next item on the agenda was to consider adoption of a Resolution in support of the American Anti- Corruption Act. The Town Manager commented that at the May 15, 2018 meeting, Council tabled action on this item. The Resolution has been revised to remove the following language: “WHEREAS, $6.5 billion was spent in the 2016 elections majority of this money coming from special-interest donors, thereby making politicians dependent on a small segment of the population to fund their campaigns.” 4 removed at his request because the statement is technically correct, but misleading because it take into account inflation. The minutes have mentioned his concerns and he wanted to make sure that the basis on which Council was making their decision was well documented in the meeting packets. Vice Mayor Hare next commented on public funding of elections and gerrymandering and encouraged our lawmakers to look at some of the neighboring states and referring to a recent amendment to the Ohio campaigns, Vice Mayor Hare encouraged Council that if believes it is something good then perhaps they should do it because there is nothing that stops them from possibly funding local campaigns. Adopted Resolution No. 2249 in support of the American Anti- Corruption Act Under reports from Council Committees, Joey Hiner reported from the May 17, 2018 Public Works Committee meeting. Council Member Scheid commented that she would like the new trash cans to be implemented possible and would like to see a timeline outlining each step of the process that the next step for the Committee would be to work on the Ordinance and a timeline. Also, we want to get the truck and make sure everything is functional before we get the trash cans. The Mayor opened the Public Hearing at 7:39 p.m. Pete Peters commented that as previously the May 1st meeting, Council authorized the extension of the existing lease to June 30th to get on a fiscal year basis. Council has a Resolution authorizing the Town to enter into a new Lease Agreement for one year with a possible four one-year renewals. Public Hearing closed portion (upper level) of certain Town Pollard Street identified as 060.15- 07-38.01- Vinton, Virginia The next item on the agenda was an update on the Virginia Department of Transportation (VDOT)-funded projects. Mr. Jay Guy, Program Manager reviewed three handouts that were provided to Council, Programs, diagram of the two-year funding cycle and the Six-Year Improvement Program projects for the Town. In response to a question regardin Glade Creek Greenway Phase I was Revenue Sharing; Phase II was TA; Walnut Avenue from 5th Street to the submitted for Tinker Creek Bridge that should be approved in July is from Lee Avenue to First Street for TA funds and t on Hardy Road is HSIP funds. The pre-application for Smart Scale funds on Walnut Avenue from 1st Street to 5th Street for Walnut Avenue was completed and we will be submitting our application in August. Vice Mayor Hare asked about using the Recreational Access Program for Greenways. Mr. Guy responded that program is only for parks that do not already have access. The next item on the agenda was an update on the Vinton Historical Society and the Vinton Museum Doug Forbes first commented that over 4,000 items on display with limited space. They have six volunteers school students for the next two months. trying to get an inventory on the computer in the next two years if they can get enough volunteers. They are also digitizing the obituaries into a database source for those doing genealogy studies. Mr. Forbes next commented that the Historical Society r last year. At that meeting Roanoke City Council voted to restructure the membership on the Board by eliminating a citizen member and allowing the City of Salem and the Town to have permanent members on the Board. The term will be for one year beginning July 1st and we will receive the written notification. has reviewed this information. Johnson, CMC, Town Clerk Meeting Date July 3, 2018 Department Finance/Treasurer Issue Briefing on the results of an RFP issued by VML/VACo for financing to purchase certain equipment from the General Fund from the Town Manager’s CIP Funding List for Fiscal Year 2018-2019 Summary In the Fiscal Year 2019 Budget Process, the Town approved CIP funding for a Knuckle boom Truck in the Public Works Department. The total estimated cost of the Knuckle boom Truck was approximately $170,000.00, which would be financed over a period of time. The Town Public Works Staff was able to find a Knuckle boom Truck available for purchase at Mid Atlantic Waste Systems in Roanoke, Virginia, for a cost of $156,803.42. The Town of Vinton Finance Department has worked with VML/VACO to issue an RFP for financing. The results were given to the Town on Thursday, June 28th, with HomeTrust Bank winning the RFP with the lowest rates. HomeTrust Bank has agreed to issue a 7-year fixed interest rate of 3.10%.
