1. Request to Convene in Closed Meeting, Pursuant to § 2.2-3711 (A) (3) of the
1950 Code of Virginia, as amended, for discussion or consideration of the
acquisition of real property located in the Vinton downtown area for a public
purpose, where discussion in an open meeting would adversely affect the
bargaining position or negotiating strategy of the public body.

Issue
Consider adoption of Resolutions approving the applications for grant funding from the High
Safety Improvements Program (HSIP) and the Pedestrian Safety Action Plan Program (PSAP)
for the implementation of pedestrian safety countermeasures at the intersection of Vinyard Road
and Hardy Road
Summary
Town staff has been working with local VDOT officials on the best means and practices of
targeting intersections and areas of the Town that currently are unsuitable for adequate and safe
pedestrian travel. The installation of pedestrian signals, crosswalk painting, and other devices
will promote pedestrian safety and walkability in this area of the Town.
A field review of the Vinyard Road and Hardy Road intersection by VDOT officials and Town
Staff on October 9, 2018 provided the Town with an overall cost estimate of $99,200 for these
countermeasures to be implemented. The grant does not require a match from the Town.
Council was briefed on these grant applications at their October 16, 2018 meeting.

WHEREAS, the Council of the Town of Vinton has been advised of the availability of the Highway Safety
Improvement Program (HSIP) funds for the Fiscal Year 2020; and
WHEREAS, the HSIP program is designed to reduce hazards that are present on high volume highways in
order to reduce accidents and improve safety, and
WHEREAS, this project will reduce a safety concern by implementing pedestrian safety countermeasures at
the intersection; and
WHEREAS, this project will also improve the lives of the residents of the area and reduce the likelihood of
accidents involving pedestrians attempting to cross a heavy traveled highway; and
WHEREAS, it is necessary to file an application to be considered for the allocation of the HSIP funds.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Vinton, Virginia that the Town of
Vinton wishes to apply for the FY 2020 HSIP funds for pedestrian safety improvements to the Vinyard
Road/Hardy Road intersection.
BE IT FURTHER RESOLVED that the Town Manager for and on behalf of the Town of Vinton is authorized
to sign and submit all appropriate information necessary to apply for the HSIP funds for the Fiscal Year 2020.

Issue

Avenue and Pollard Street
Summary
Town staff has been working with local VDOT officials on the best means and practices of
targeting intersections and areas of the Town that currently are unsuitable for adequate and safe
pedestrian travel.
Our downtown area is expected to have the highest amount of foot traffic within our Town over
the next few years as new economic development projects are completed. In the next few years
alone, we will have an apartment building, two new restaurants, a brewery expansion, and a hotel
open within close proximity to this intersection. The installation of pedestrian signals, crosswalk
painting, and other devices will promote pedestrian safety and walkability in this area of the
Town.
A field review of the Vinyard Road and Hardy Road intersection by VDOT officials and Town
Staff on October 9, 2018 provided the Town with an overall cost estimate of $121,300 for these
countermeasures to be implemented. The grant does not require a match from the Town.
Council was briefed on these grant applications at their October 16, 2018 meeting.

MUNICIPAL BUILDING, 311 SOUTH POLLARD STREET, VINTON, VIRGINIA.
CERTIFICATION THAT A CLOSED MEETING WAS HELD
IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Town Council of the Town of Vinton, Virginia has convened a closed meeting
on this date, pursuant to an affirmative recorded vote and in accordance with the
provisions of the Virginia Freedom of Information Act; and,
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the Vinton
Town Council that such closed meeting was conducted in conformity with
Virginia Law.
NOW, THEREFORE, BE IT RESOLVED that the Vinton Town Council hereby certifies that
to the best of each member's knowledge:
1. Only public business matters lawfully exempted from opening meeting
requirements by Virginia law were discussed in the closed meeting to which this
certification applies; and
2. Only such public business matters as were identified in the motion convening the
closed meeting were heard, discussed or considered by the Town Council.
