Congratulations! You have been nominated and selected as Co-officers of the Month for the month of
October 2009.
On October 3, 2009, a breaking and entering was reported at an apartment located at 12S West Virginia
Avenue. You responded, began your investigation and discovered that the apartment had indeed been
broken into and a computer stolen. Due to a thorough interview with the victim, information was gained
that led the officers to a neighboring apartment. The officers spoke with the occupant of this apartment
and gained consent to search the residence.
During their search, the computer in question was located and the subsequent interview of the suspect
resulted in a confession being obtained. The suspect was arrested and charged with Breaking and
Entering and Grand Larceny.
Because of your diligent investigation, the case was solved rather quickly and the victim received his
stolen property back. Your dedication to duty and proper handling of the investigation is commendable.

SUBJECT: Presentation of Town's June 30, 2009 Audit Report
ISSUE/PURPOSE: Receive report from Town's Auditors.
ACTION
REQUESTED: Receive report from Billy Robinson, Brown Edwards & Company,
L.L.P., regarding their audit of the Town's financial records. for
fiscal year 2008-2009. After receipt of the report from the
auditors, the Town Council will be asked to adopt the proposed
resolution which would note receipt of the audit and acceptance of
the report.
JUSTIFICATION/:
SUMMARY: Representatives of Brown Edwards have been working with the
Town Manager and Finance Director/Treasurer in order to prepare
the audited financial statements for the Town. The firm's
responsibility is to express an opinion on these financial statements
based on their audit.
In their opinion, the general purpose financial statements present
fairly in all material respects, the financial position of the Town as
of June 30, 2009 and the results of its operations and cash flows of
proprietary fund types for the year ended in conformity with
generally accepted accounting principles.
It is recommended by staff that Council adopt the proposed
resolution which will recognize receipt and acceptance of the audit.

RESOLUTION NO. 1846
AT A REGULAR MEETING OF THE VINTON TOWN COUNCIL HELD ON TUESDAY,
NOVEMBER 17, 2009, AT 7:00 PM IN THE COUNCIL CHAMBERS OF THE VINTON
MUNICIPAL BUILDING, 311 SOUTH POLLARD STREET, VINTON,VIRGINIA
WHEREAS, section 15.2-2511 of the 1950 Code of Virginia, as amended, requires that the Town
issue annually a report on its financial accounts and records by a third party certified
public accountant, and
WHEREAS, the Finance Director/Treasurer and the Finance Department worked with the
independent third party accounting firm ot'Brown Edwards& Company, L.L.P., and
WHEREAS, Billy Robinson of Brown Edwards & Company, L.L.P., has forwarded his Finn's
2009 audit to the Town Council for review. and
WHEREAS, the Can's opinion letter stated that the financial statements present fairly, in all
material respects, the financial position of the 'FoNAqi of Vinton as of June 30, 2008,
and the results of the Town's operations and cash flows of proprietary fund types for
the year just ended on June 30, 2009, is in conformity with generally accepted
accounting principles.
NOW THEREFORE, BE IT RESOLVED, that the Vinton Town Council does hereby receive
and accept the June 30, 2009 Comprehensive Annual Financial Report prepared by Brown Edwards
& Company, L.L.P.

SUBJECT.. Appropriation for Share of Cost for Burn Building
ISSUE/PURPOSE: Appropriation for the Town of Vinton's share of the cost of the construction of
the New Burn Building for training purposes in the Fire and EMS Department.
ACTION
REQUESTED: Adopt the Resolution to provide for the appropriation of the $14,000 from the
general fund un-appropriated fund balance to the fire and EMS department
Account Number 200.3205.576.
JUSTIFICATION/:
SUMMARY
The County of Roanoke constructed a Regional Burn Building to be
shared by the Town of Vinton, County of Roanoke, City of Roanoke and
the City of Salem, As a result of the completion and dedication of this
facility, the Town of Vinton's share of the cost is $14,000. This cost was
originally budgeted for in the FY08-09 budget was not carried forward to
the FY09-10 budget. As a result of not carrying the funds forward it
returned to the unappropriated general fund balance. In order to pay the
bill to the County of Roanoke it is necessary for Council to appropriate
these funds to 200.3205.576 Contribution to Roanoke County-Burn
Building.

WHEREAS, the Town participated in a regional partnership to construct a Bum Building for Fire
and EMS training,
WHEREAS, the funds were not approved in the FY 09-10 budget,
WHEREAS, funds need to be appropriated to the Fire and EMS expenditure account in order to
pay the Town of'Vinton's share of the cost of the new Bum Train Facility in the
amount of$14,000,
NOW, THEREFORE, BE IT RESOLVED that the Vinton Town Council does hereby approve
the following:

REGULAR MEETING SCHEDULE
First and Third Tuesday of each month at 7:00 p.m.
GUIDELINES FOR CITIZEN PARTICIPATION
I Any citizen desiring to present any matters of concern before Town Council may be heard under the
CITIZENS' COMMENTS AND PETITIONS item of the agenda.
2. Citizens are requested to adhere to the following:
(a) Speak at the podium
(b) State name and address and if representating a firm, group, or corporation
(c) Direct comments only to Town Council
(d) Please lit-nit speaking time to a maximum of three minutes
(e) Speak only once during a specific hearing or comment period
A i0reless microphone is available to anyone requesting assistance.
4. Please silence cellphones, show respect for all speakers, and allow all opinions to be expressed in a
tolerant atmosphere,
5. Persons appearing before Council will not be allowed to:
(a) Campaign for public office;
(b) Promote private business ventures;
(c) Engage in personal attacks;
(d) Debate among the audience;
(e) Use profanity or abusive language; or
(f) Bring any animals into the Council Chambers, except for service animals
PUBLIC HEARINGS/SPECIAL MEETINGS
1. Public Hearings shall be advertised in accordance with the provisions of the Code of Virginia, and
are normally held during the regular meetings at 7:00 p.m.
2. Vinton Town Council may from time to time schedule special meetings or alter meeting times with
prior notification to the media pursuant to State law.
