He felt the work session was very productive and had shed light on many improvements that could take place without taxing the budget during these tough economic times. She was very pleased that several of the senior department heads had received u go ahead on certain projects. Communio,Garden Mr. Lawrence reported that property owned by the Town had been indentified as o potential site for u community garden. Be explained that the property is located in the historic neighborhood of K4idv/my along Glade Creek and was originally part o[property involved in u hazard mitigation FEM'4 project that removed homes located inside the Dondvvoyplain, Mr. Lawrence introduced Mark Pmvve\\, director of the Roanoke Community Garden Association (RC(]A). &4r. Pnnd| stated that RC0/\ is u 501(c) (3) non' profit organization that hopes to establish conurnunityPordcns throughout the Roanoke Valley. Mr. Powell explained that a community garden is usually divided into plots and |oom\cd within u neighborhood with the focus on growing organic vc-c1uh|e6, fruits and herbs, etc. Hc noted that there are many bcocD10 to community gardens Such as preserving green space, producing nutritious food. providing social interaction between different generations and ethnic groups within neighborhoods, reducing family food budgets, reducing crime, and in some instances creating economic boncfi(y by producing foods to sn|| at the local Farmer's h44rkc{g. fie explained that each site has two coordinators to keep oo eye on what goes ooat the garden, establish m|os and help maintain the garden. The plot is adjacent to the Morningsidu Manor high rise and has twenty eight plots measuring about three hundred square feet each. Lawrence introduced former Town Council member Tom Rn1enberry. Mc F(o1onbcrr/ began with x brief overview ofthe Huntington Court — Roanoke I k\/ transmission line project, Bc noted that &Ep announced the project |n &pri| Z000 with public work-shops being held o( Fallon Park School in May 2008 and the upp|iCnhmn filed with the SioLc Corporation Commission in October 2009. He fur1bcr noted that all affected property Vvvncro were notified in December 2008 with the State Corporation CVnnrniyS|oo bearing examiner approving the line route in Scp1colbcr2AUq. He stated that o certificate wVm|d be issued v,dhio the ncsK thirty days authorizing AEP to proceed with the construction n[ the line with the expectation that the line will bcinservice sometime in 2011. Mr. Rotcobcrry explained this project is basically a 6.3) nuUe transmission line of which about 1.75 ooi|cn is located within Town |inniks. He then introduced Scott Kennedy and Bob Whitaker from /\EP. Mr. Whitaker gave m power point presentation to Council showing detailed pictures and graphs o[the proposed structures and line route, He pointed Out apartially wooded |m( located across O'onn Southern S/uics that is bounded bY Walnut Avenue to the north, Tinker Creek to the south, Viking Fence Company to the `vcsi, and Glade Creek to the cast. Mr. Whitaker explained that /\EP proposes to p|uoc two 80 foot tall tubular steel structures above the 100 year flood plain on this property. He further explained that upon additional research it has been discovered that the deed to this property requires FEMA approval prior to p\uocnocnt of the two steel poles. Mc Whitaker asked for the support Of Council and noted that mdenial hvmn FEh1A would miu|| the progress Vf the &EP project and result in having tm re-route and re-file the project leading \oa large delay in completion. Mr. Lawrence confirmed that this property is owned by the Town and does lie in the flood plain. He explained that the property was purchased with grant money and the deed states approval from the director of [2M/\ must be obtained prior to installation of any structures on this property, Mr. Lawrence ytu(od since the October ZOu. The first being the VVm|nu1 Avenue bridge rcp|moenocnt with the need for temporary bridge tu the south side o[the now existing bridge. The second being replacement o[a segment nF the Glade 5 Creek sewer interceptor. He explained the 'I'own has to have a buffer zone to allow access to sewer manholes and lines for maintenance and inspection work. Mr. Lawrence advised Council that the Virginia Department of Historic Resource would be taking a tour of the upstairs offices of the Health Department building on Thursday, He explained that the Health Department will be vacating the First floor of the building around December I" of this year and the State Historic Preservation office is Currently looking for a new office location, Mr. Lawrence reminded everyone that on November 4'h and November 17th a work session will be held at 530 p.m. He noted this will take place prior to the regularly scheduled Council meeting at 7:00 p.m. and will feature presentations and discussion by Mr. Kennedy concerning water and sewer rate studies. IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING,311 SOUTH POLLARD STREET, VINTON, VIRGINIA. WHEREAS, Juanita Echols' three-year terms on the Vinton Fair Housing Board expired on October 31, 2009; and, WHEREAS, according to the Fair Housing Board's By-laws, members are appointed for three- year terms by the Town Council and may be appointed to succeed themselves in office; and. WHEREAS, Ms, Echols has been contacted and is willing to continue serving on this Board, subject to reappointment by Town Council. NOW,THEREFORE, BE IT RESOLVED, that the Vinton Town Council does hereby reappoint Ms. Echols to a new three-year term on the Vinton I-lousing Board that will run from November 1, 2009 through October 3 1, 2012. McMillan, Planning and Zoning Director DATE: October 15, 2009 SUBJECT: VINTON BUSINESS DISTRICT REVITALIZATION PROJECT VA DHCD CDBG Planning Grant#09-PG-25 ISSUE[PURPOSE: The Town has been awarded with funds from the 2009 Community Development Block Grant (CDBG) Planning Grant to assist in the development and completion of the Downtown Economic Restructuring and Marketing Plan and the Downtown Physical Improvement Plan. The plans are to help the "Town to initiate its Business District Revitalization Project. ACTION REQUESTED: A resolution by the Town Council authorizing the Town Manager to execute a contract agreement between the Town ot'Vinton and the Virginia Department of Housing ! and Community Development (VA DHCD) to accept, carry out and complete the scope of work identified in the Planning Grant project proposal which is funded under the CDBG funds. JUSTIFICATION/BACKGROUND: A Letter of Interest(1-01)dated January 15,2009,was submitted to DI-ICD expressing the Town of Vinton's interest in applying for the CDBG Planning Grant funds for a strategic planning process for its Central Business District. DHCD, in correspondence dated January 29,2009,notified the Toren that they received the LOI and requested that the Town complete a list of activities prior to the submittal of the Planning Grant application. On June 3,2009, the'rown notified DI-ICD that it had completed the required activities including a public meeting on May 28, 2009; two management team meetings with 25 identified stakeholders held on May 20, 2006 and June 1, 2009: housing needs assessment-, physical inventory survey, business inventory survey: completion of business assistance/resource providers inventory: a summary of the Vinton Town Council Vision, and the Central Business District Study Area. The Management Team Planning Session facilitated by Brad Belo, DHCD Community Representative, was held on August 18, 2009, and the Team agreed that a planning grant would be applied for to secure professional services in the development and completion of a Downtown Economic Restructuring and Marketing Plan and a Downtown Physical Improvement Plan. On August 27, 2009, a Planning Grant application was submitted and on September 22, 2009, a budget and timeline for the completion of the planning grant scope of work was submitted to DHCD. On October 14, 2009, the Town received the DHCD Planning Grant Contract agreement to be executed by the Town Manager, The contract agreement has to be signed by both DI-ICD and the Town prior to the commencement of the Planning Grant scope of'work. Additionally, along this preferred route of'80-foot wide right-of-way, APCo is proposing to locate two 90-fool tall,tubular steel.transmission pole structures on this vacant parcel. According to APCo,these two poles will be located outside the I 00-\ear floodplain. See attachment copied from APCo submittal. In March and May of'2008, the Town was requested by APCo to provide comments on their preliminary line study routes for its Huntington Court—Roanoke 138)8 kV Transmission Project. Please see attached Town Staff s letter dated June 20, 2008, in response to APCo's request pertaining to the project. The letter stated that if the proposed route must to be in the Town limits,the proposed western study route along the western boundary of the Town would have the least impact. The route would impact the existing industrial, commercial, mobile home park properties, and the Town-owned vacant parcel. BACKGROUND: The vacant parcel located at the intersection of Walnut Avenue and Glade Creek, is one of three properties purchased through the Federal Emergency Management Agency (FEMA) Flood Hazard Mitigation Grant and Virginia Department off-."inergency Management (VDEM) Grant funding in 2005. It was required that the properties be rezoned to Public/Open Space, in which certain conditions and restrictions were applied in perpetuity to each property that was purchased with Hazard Mitigation Grant Program (I-IN/IGP) monies. One of the restrictions is that the land shall be used only for purposes compatible with open space, recreational, or wetlands management practices. In general, such uses include parks for outdoor recreational activities, nature reserves, unimproved permeable parking lots, and other uses such as a public facility that is open on all sides and functionally related to the open space use or public rest room. On August 5. 2009. Staff was contacted by Mr. Scott Kennedv from APCo requesting a meeting to C, I discuss the 14MGP deed restrictions associated with the vacant parcel. On September 10, 2009, a meeting was held between Town Staff: Town Manager, Public Works Director, and Planning and Zoning Director: VDEM representative. SUMMARY: In FY 2009 the Town Council and Roanoke County agreed to jointly fund an entrance sign for the Vinton Business Center, The project was postponed due to the fiscal reductions in the budget, but was again funded this vear. Vinton and Roanoke County staff as well as the town's general services architect/engineer has worked on a proposal for a sign, different from the original versions brought o the council as designed by Roanoke County Community Development stall. The proposed sign is attached to this report for your consideration. The staff both approve of the current design and use of materials proposed for the sign. The materials are as follows: Sign Base will be ground face block similar to what I on the new Roanoke County Fleet Services entry sign and the Roanoke County Fire/EMS station #1 entrance sign. The colors for the stone will be determined by whichever vendor is used by the winning contractor. The staff will provide a template of colors as a guide. The sign will be constructed Of aluminum and painted. There will be a two-tone effect to give the sign some contrast from the letters. The letters will be 10-12" aluminum raised letters, attached by bolts to the sign face, The two seals will be attached to the sign and will be similar to the method used on the current Fleet Services Sign. There will be lighting for the sign hidden in the base and red-tip photenia will be planted in the backside of the sign to again provide contrast to the site.
