This initiative began in 1984 to promote involvement in crime prevention activities, police-community partnerships, neighborhood camaraderie and send a message to criminals letting them know that neighborhoods are organized and fighting back against crime.An event to recognize and celebrate National Night Out is held annually,promoted by the Vinton Police Department,on the first Tuesday of August. The event is attended by neighborhood watch groups, civic groups, elected officials, administrative staff from local government, business owners, and many citizens from the community. To obtain a new license, you must present the treasurer’s o°c e with a current rabies certiÿcation for each animal. The certiÿcation must indicate if the animal is neutered or spayed. Fees are as follows: •1 year license -$10 •1 year license (Spayed/Neutered) -$5 •3 year License -*$27 •3 year License (Spayed/Neutered) -*$13.50 No more than two animals may be licensed at any one address within the Town. *Three-year licenses may only be purchased if the license period does not exceed the period in which the rabies inoculation is e˛ective. PERSONAL PROPERTY/VEHICLE LICENSEFEE New Town residents must register their vehicles at the treasurer’s o°c e within 60 days in order to pay their taxes in conformity to the local ordinance. Existing Town residents who purchase or trade vehicles during the year must also register their vehicles within 60 days. REAL ESTATE The Roanoke County Real Estate Assessment o°c e annually performs assessments on properties within the Town.Values are e˛ective as of January 1st of each year.The Town real estate tax rate is established during the budget process.It is due in two equal installments,on June 5th and December 5th,respectively. BUSINESS LICENSES Businesses operating within the corporate limits of Vinton must obtain a business license by March 1st of each year. If you have a question about your license requirements or costs, call the treasurer’s o°c e. Business/Personal property is assessed by the County of Roanoke Commissioner of Revenue. Questions should be directed to 540-772-2046. PUBLIC WORKS Public Works is responsible for the maintenance of streets, sidewalks, grounds, stormwater system, street signs and tra°c sig nals, as well as event support, water and sewer services in Vinton and East Roanoke County, and collection of refuse, recyclables, bulk and brush. Refuse collection services include free weekly curbside collection and bi- monthly recycling. Public Works also handles utility service •Tires –The RVRA will accept up to four tires a year from Town residents at no charge (additional tires will incur a charge of $2 each).Commercial or dealer tires are not collected. •Adopt-A-Truck Program –Vinton residents may call Public Works to schedule the parking of a dump truck (at no charge) for loading refuse. The truck is dropped o˛ a t approximately 3:15 p.m. and picked up the next morning by 8 a.m. Non-acceptable waste items listed below and brush cannot be placed in the truck. •Cleanup Week –Cleanup week is held each spring. During this time, bulk refuse pick-up fees are waived on all acceptable items.This event will be advertised in local media. PROHIBITED WASTE ITEMS These items will not be collected: •Hazardous waste, as deÿned in section 10.1-1400 of the Code of Virginia. The RVRA publishes a brochure providing guidance on the proper disposal of household waste. Residents can also take household hazardous waste to the RVRA. For more information, please check the RVRA website (www.rvra.net/hhw.htm) or call 540-857-5050. •Tree stumps or root balls, dead animals, automobile or motorcycle parts, machinery and waste material from construction, remodeling, repair or demolition,including but not limited to:lumber,concrete,asphalt,fencing,rooÿng materials,plaster,gypsum board,piping and all other similar items. Contractors who perform work on a property shall be responsible for removing the waste and legally disposing of it.Residents may also dispose of these items at the RVRA. RECYCLING COLLECTION Recyclables are collected every other week and must be placed at the curb or alley by 7 a.m. on the scheduled day. Each household is issued one recycling container at no charge that is assigned to their residence but remains Town property. Containers are replaced at no charge if deteriorated through normal wear and tear. Residents who move will be responsible for the container assigned to their residence and should leave it for the next resident. If the container is not left for the next resident, a fee may be charged or a lien may be placed against the property. The following is a list of recyclable items the Town collects: •Aluminum and steel/tin cans -Labels removed and rinsed inoperable/abandoned vehicles, as well as commercial and recreational vehicles parked on residential property. STORMWATER INFORMATION Stormwater management is the process of controlling the runo˛ tha t comes primarily from impervious surfaces like parking lots, driveways and rooftops. Stormwater ˝o ws directly from streets and gutters into our streams and river, often with no treatment. This means stormwater can transport pollutants such as motor oil, household cleaners, yard fertilizers, litter, pet wastes, soaps, grass clippings and other materials that may negatively impact the quality of drinking water and aquatic life in creeks and the Roanoke River. Clean stormwater runo˛ is essen tial to the overall environmental health of our creeks, streams, lakes, rivers and oceans. The mission of stormwater management is to integrate water quality and quantity control in compliance with the Town’s stormwater discharge permit. This permit is issued by the Department of Environmental Quality (DEQ). The VSMP MS4 permit can be viewed on the Town website under the Planning and Zoning Department section. In response to the Clean Water Act’s requirements, the Town of Vinton has developed a comprehensive and proactive stormwater management program, in cooperation with the adjoining Roanoke Valley governments. The Town’s plan includes a strong emphasis on K-12 education, and adult and professional training in cooperation with the Clean Valley Council.For information, please call 540-983-0601. ECONOMIC DEVELOPMENT The Town Council and sta˛ of the E conomic Development Department are highly invested in your success. We know that each business helps enrich the community by creating jobs and generating revenue that serves the greater good of all Vinton residents. We o˛ er a number of programs and incentives to help you establish and grow your business, including business development, existing business support, public-private partnerships and incentives for projects. Administration manages the day-to-day operations for the Town and consists of the Town Manager, Executive Assistant/ Town Clerk, Assistant Town Manager and Human Resources Specialist. Town Council holds regular public meetings on the ÿrst and third Tuesdays of each month at 7 p.m. in the Council Chambers. The treasurer’s o°c e has three primary functions and responsibilities: collecting and tracking revenue, safeguarding revenue and distributing revenue. WATER AND SEWER The Treasurer’s O°c e processes and maintains all utility billing. Utility bills are mailed on the ÿrst of every odd month for residential customers, and each month for commercial customers. Payments are due by the 18th and may be made in the Treasurer’s O°c e or thru the drive-up window from 8:00 AM -5:00 PM at 311 S. Pollard Street or on the Town website. We also have a night drop box under the drive-up window. Water and sewer rates are reviewed and established annually by the Town Council.They are available on the Town website or by calling our o°c e at 540-983-0608. ANIMAL LICENSES According to the Code of Virginia, all dogs must be vaccinated for rabies by the time they are 4 months old and licensed in the locality in which they live. E˛ ective January 1, 2015, no more than four dogs or cats,in any combination thereof (this number not including dogs or cats under four months of age) may be licensed at any one address within the Town. If more than two dogs or cats are kept as permitted herein, such additional dogs or cats must be spayed or neutered. E˛ ective July 1, 2007, veterinarians are required to notify the treasurer when a dog is given a rabies vaccination. If the dog owner has not purchased a license within 90 days of the rabies inoculation, the treasurer is required to send them an application and a bill for the license (Code of Virginia, Section 3.1-796.87:1).Animal ADMINISTRATION/COUNCIL TREASURER problems such as low water pressure, sewer backups, leaks on public property,requests for utility taps and other service-related items. REFUSE COLLECTION •All refuse to be collected must be placed at the pick-up location by 7 a.m. on the scheduled day. Residents who are unable to carry refuse to the pick-up location may call Public Works for special arrangements. •Household refuse is manually picked up at both curbs and alleys and is collected in a load packer. Refuse that cannot be collected in the load packer (brush, tree limbs, furniture,appliances)is considered bulk.Bulk refuse is only picked up at curbs, not in alleys. A special truck is used for bulk pick-up. Place bulk items away from poles, overhead lines, cars and other obstacles. •Disposal of freezers, refrigerators and other similar containers pose a safety hazard. When placing such items out for pick-up, residents must comply with the requirements of Town Code Section 46-2. •When the amount of bulk refuse requires ÿve full-size pickup truck loads, a $50 fee is charged.Additionally, $15 is added for each load in excess of ÿve.A hang tag notiÿcation will be given to residents who are being charged a fee. Fees must be paid in the treasurer’s o°c e in advance of bulk pick-up.Residents can avoid fees by placing bulk out in smaller quantities over a two or three-week period. Citizens may also take up to a three-quarter ton pickup-size load of brush and bulk materials to the Roanoke Valley Resource Authority (RVRA),located at 1020 Hollins Rd. E˛ ective July 1, 2013, residents are authorized up to 12 trips per year.See “Residential Disposal Policy”on the Town Website for details. •Tree trunks and limbs must not exceed 2 ft.in diameter or 6 ft.long.They should be placed at the curb for pick-up.Do not mix lumber or other prohibited material with brush. •Grass clippings and leaves must be bagged in heavy grade plastic bags.The bags should be placed at the curb separate from brush refuse. •A special Fall Leaf Collection is scheduled annually during November and December. During this period only, leaves will be collected in loose piles.The leaves must be raked to the front edge of the property. Loose leaves should not be placed in the street or gutter where they will restrict the ˝o w of storm runo˛ or block st ormwater inlets. The schedule for Fall Leaf Collection will be advertised in local media, including RVTV Access Channel 3, the Vinton Messenger and the Town website. (can be bagged together). •Plastic bottles -Milk jugs, water containers and clear or opaque beverage containers. •Newspaper -including inserts -must be clean and dry. NOTE:Magazines and phone books are not collected.Glass is not accepted at curbside pick-up. PLANNING AND ZONING Planning and Zoning is committed to proactive, community-based planning and code enforcement founded on public participation, and also to promoting the health, safety and prosperity of all present and future residents through e˛ ective planning of development and re-devel- opment in our community. The department’s primary responsibility includes evaluat- ing,updating and enforcing the Town of Vinton’s zoning and nuisance ordinances, which govern its planning and zoning activities. The department issues zoning permits for all new businesses, and also reviews and approves all documents related to subdivisions and development of lands and land use activities within the Town. The department also issues over-the-counter permits (plumbing, mechanical, electrical service upgrade, re- rooÿng, small garages and storage buildings, minor additions, small pools and similar permits) for work within the Town that does not require approval of the building o°cial . Structures requiring a permit include, but are not limited to: storage buildings, garages, retaining walls, decks, patios, porches, carports, and in-ground and above-ground swimming pools that are 24” or more in depth. Over-the- counter permits for plumbing, mechanical and electrical work in East County can also be issued. In addition to cash or checks, credit/debit cards can now be accepted for payment of over-the-counter permits. POLICE DEPARTMENT The Police Department is comprised of 23 sworn o°c ers and 2 civilian employees who are professional and dedicated men and women serving the citizens of the Town of Vinton and the surrounding community.Divisions in the department include Patrol, Criminal Investigations, Professional Standards, Animal Control and Administration. The Vinton Police Department is available at all times to enforce laws and provide community services, and we encourage the public to contact us in time of need. If you have an emergency, please call 9-1-1 and the communications center can notify the appropriate responders. The department’s goal is to ensure the safety of citizens, whether living or working here or traveling through our community. The department has developed partnerships with the community through neighborhood watch programs, business contacts, participation in community events and representing the town and the department at other various functions. The Citizens Police Academy is one way we interact with our citizens as they participate in classroom and hands-on instruction in various functions of the police department. The academy is taught by members of the Police Department and others who have vast knowledge of the subject matter and it gives an inside view of the department and police methodology. The police department also maintains communication and provides numerous community services to the public through the department website. The department is also an accredited law enforcement agency, complying with 190 professional standards set forth by the Virginia Law Enforcement Accreditation Commission and the executive board of the Virginia Law Enforcement Professional Standards Commission. The Department is assessed every 4 years.
