March 18, 2025 Under awards, introductions, presentations, and proclamations, Kathryn Sowers, from the General Federation of Women’s Clubs (GFWC) Vinton Woman’s Club, gave a brief presentation on Child Abuse Awareness Prevention Month and expressed appreciation towards the Town Council and Town Staff. Council Member Liles presented Proclamation to Ms. Sowers. Under awards, introductions, presentations, and proclamations, Kathryn Sowers, Executive Assistant to the Commerce, gave an update on the Vinton Area Chamber. Mr. Sexton commented that the current personal property assessed valuation of all machinery and tools. Staff is recommending no change for the calendar year 2025 in the personal property tax rate. The bills for residents will go out later in the month and are due May 31st. Vice Mayor Mullins made a motion to approve the Ordinance regarding the setting of personal property and machinery and tools tax rates for the calendar year 2025; the motion was seconded by Council Member Stovall, carried by the following Approved Ordinance No. 1067 setting of personal property and machinery and tools tax rates for the calendar year 2025 4 Yeas (5) – Liles, McCarty, Stovall, Mullins, Grose; Nays (0) – None. Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution percentage for Personal Property Tax Relief in the Town of Vinton for the 2025 tax year. Mr. Sexton explained that the Town is proposing an allocation percentage of 42.17% for Personal Property Tax Relief for the 2025 calendar year. This allocation helps reduce the local tax burden fixed amount of relief funds from the state, and the goal is to distribute those funds as equitably as possible among eligible taxpayers. Vehicles assessed at less than $1,000 in value will receive 100% tax relief. For vehicles valued over the previous year, so taxpayers should notice a slight increase in their relief amount compared to last year. Council Member Stovall made a motion to approve the Resolution percentage for Personal Property Tax Relief in the Town of Vinton for the 2025 tax year; seconded by Vice Mayor Mullins, carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Stovall, Mullins, Grose; Nays (0) – None. Approved Resolution No. 2636 setting the allocation percentage for Personal Property Tax Relief in the Town of Vinton for the 2025 tax year. Under items requiring action under the agenda, there was a presentation of the June 30, 2023, Annual Comprehensive Financial Report by Brown Edwards & Company, LLP, and a Resolution considering the approval and acceptance of said Report. Edwards & Company, LLP. Ms. Bailey presented office. She noted that the audit results and related the March Finance Committee meeting. 5 Ms. Bailey explained that Brown Edwards assists the Town in preparing its financial statements in Western Virginia Wat financial statements. Council Member Liles approve the Resolution approving and accepting the June 30, 2023 Financial Report by Brown Edwards & Company, LLP; seconded by Vice Mayor Mullins and carried voting: Vote 5-0; Yeas (5) – Stovall, Mullins, Grose; Nays (0) – None Approved Resolution No. 2637 accepting Edwards & Company, LLP Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution Manager to execute a Second Amendment to the Memorandum of Understanding (MOU) dated July 1, 2019, between Roanoke County and the Town of Vinton Mr. Peters explained that under the current MOU, refuse tipping fees and E911 emergency services. During a recent meeting, the renewal of the MOU was discussed, and the Roanoke County Board with an emphasis on including provisions against annexation. Mr. Peters clarified that this amendment does not prevent the Town from pursuing annexation in the pursue annexation, it may forfeit certain benefits under the MOU, such as revenue sharing. Council Member 6 has no intention of doing so. He stressed the positive and collaborative working relationship between the Town and the County, and that this continue that cooperation. Mayor Grose asked whether there would be any penalties if the Town chose to withdraw from the that early termination would require the Town to safety expenses. ON TUESDAY, APRIL 1, 2025, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA MEMBERS PRESENT: Bradley E. Grose, Mayor Laurie J. McCarty STAFF PRESENT: Richard Peters, Town Manager Cody Sexton, Deputy Town Manager Antonia Arias-Magallon, Town Clerk/Administrative Manager Andrew Keen, Finance Director/Treasurer Anita McMillan, Planning and Zoning Director Nathan McClung, Assistant Planning and Zoning Director Donna Collins, Human Resources/Risk Management Director Mandy Adkins, Cultural Placemaking and Events Director William Herndon, Public Works Director Jill Acker, Assistant Public Works Director Tim Lawless, Deputy Police Chief Jamie Hurt, Capital Projects Director Jill Loope, Special Project Assistant to the Town Manager Mayor Grose called the work session to order at 3:08 p.m. Town Manager Pete Peters opened the work session by discussing the collaborative process with departments in preparing the proposed budget for adoption. He noted that the Town is currently working on its Comprehensive Plan and will soon begin developing a five-year Strategic Plan. Deputy Town Manager Cody Sexton presented a PowerPoint, which is available in the Town Clerk’s office as part of the permanent record. He began with an overview of revenues, stating that they are stable and currently sustainable. Major revenue streams such as sales and meal taxes have shown consistent growth in recent years, attributed to both new and established restaurants performing well. Continued revenue growth in meals tax is anticipated. Growth in sales tax seems to be leveling off. Mr. Peters added that the Town will begin examining reserves with the goal of increasing fund balances. He also noted that FY25 is the final year for the revenue payments from the Western Virginia Water Authority (WVWA). There was a discussion on real estate taxes, with Mr. Peters and Mr. Sexton noting that Vinton does not rely heavily on this source. Council Member Stovall inquired about ideal revenue targets. A graph showed that total revenues are expected to decrease gradually in FY26 and FY27, largely due to one-time payments ending and the inability of natural revenue growth to keep pace. The proposed revenue for FY26 is $13,435,681. Mr. Sexton reviewed graphs detailing estimated growth in personal property taxes, business license taxes, sales taxes, meals taxes, and pari-mutuel taxes. Council Member Stovall also commented on revenue from pari-mutuel wagering. 2 Mr. Sexton addressed both the General Fund and Capital Fund balances. He explained that General Fund operating cash and investments support daily expenses, while the Capital Fund is used for large, one-time projects. He noted the Town often appropriates money in the middle of the fiscal year as a result of projected surpluses in order to limit growth of the General Fund balances. Mr. Sexton and Mr. Peters provided an overview of expenditures, highlighting that the overall expenditure budget is essentially flat thanks to the prudent management of our department heads and managers. Personnel expenses make up over half of the budget, including a 3% COLA, targeted raises for Public Works and Police, adjustments to Town Council salaries, and no changes to health insurance premiums. Additional expenses of note include annual paving, which continues to increase as part of a 10-year plan to repave all roads, and funding for economic development performance agreements. The payroll budget analysis showed a proposed increase of $383,899 from the adopted FY25 budget. This includes the 3% COLA, a 1.5% raise and class adjustments for Public Works and Police Department, and a Council salary adjustment. Mr. Sexton also reviewed community organization funding requests. Council expressed its opinion on how to distribute the funding. Regarding the Capital Improvement Program, Mr. Peters noted that up to three quarters-of a million dollars is potentially needed in to complete the park, with concrete bids forthcoming. Mr. Sexton concluded with a review of the overall budget balance. Operational revenues are projected at approximately $12 million, with an additional $500,000.00 from the final WVWA payment. Planned use of the fund balance totals $913,350.00, which will appear on the expenditure side as known and anticipated performance agreements. Expenditures include $4 million for operations, $7 million for personnel, $800,000.00 for paving, $913,350.00 for performance agreements, and $500,000.00 for capital projects. There is flexibility in reallocating funds, particularly regarding the WVWA payment. A final graph illustrated that expenditures are beginning to outpace revenues by 2–3%, which may require adjustments moving forward. Summary On March 12, 2025, a Dodge Ram 2500 pick-up truck was damaged when it collided with a deer on Washington Ave, causing damage to the truck bumper. Two checks totaling $2192.70 have been received from Virginia Risk Sharing Association (VRSA) and deposited in Revenue Account 10035003 190204 Recoveries and Rebates. The checks are for the payment of loss less the deductible of $500.00 on a 2024 Dodge Ram 2500 pick-up truck VIN ending 7990. It is necessary to appropriate the $2192.70 to Public Works, Admin Stormwater, Account 10041104 505000 Maintenance and Repairs – Equipment to pay the repair invoices when received. Grose, Mayor ATTEST: ______________________________________ Antonia Magallon, Town Clerk Meeting Date April 15, 2025 Department Planning and Zoning Issue Proclamation – Annual Arbor Day Event, April 24, 2025 Summary The Town of Vinton has been designated as a Tree City USA for the past 23 years. To retain the Tree City USA designation, the Town is required to hold an Arbor Day Celebration, along with tree plantings and tree education outreach each year. Staff has been responsible for securing Virginia Department of Forestry grant funding each year, including this year, the 24th year, by partnering with Roanoke Valley Urban Forestry Council and Roanoke Valley-Alleghany Regional Commission (RVARC) in submitting the grant request, with the Town providing the required matching funds. These funds have enabled the Town to plant trees on public properties, including the elementary schools in Vinton, Wolf Creek Greenway, M.A. Banks Park, and on the grounds of Vinton Public Works, Vinton War Memorial, Vinton Municipal Building, Craig Avenue Recreation Center, and Glade Creek Greenway. This year the trees will be planted on Town-owned property, along Glade Road across from the Glade Creek Greenway. The 2025 Arbor Day Celebration will be celebrated at the Roanoke County-Vinton Branch Library. Since 1993, RVTV has provided government and educational media services for the three localities, and distributes video content via cablecast, live-stream, social media and on-demand. RVTV is located at the Jefferson Center (541 Luck Ave. SW). The operational budget for RVTV is provided by the three local governments, and it is funded through the Virginia Communications Sales and Use Tax Revenue paid by telecommunications operators such as Cox Communications and Shentel/GloFiber, as well as the EG fee paid by customers to each locality. Primary functions of RVTV are as follows: • Government Meetings & Remote Live Coverage In 2024, RVTV facilitated the recording, directing and live streaming of (91) government meetings including: (30) Roanoke county Board meetings (51) Roanoke City Council Meetings and (10) special event social media event live streams. • Creative Media Production RVTV produces original media content for the municipalities we serve. In 2024, RVTV carried out 476 unique projects including 2,215 minutes (37 hours) of finished video. • Short-form Video: Productions that are typically 30 seconds to 10 minutes in length, suitable for use on social media and general public communications efforts. • Graphic & Print Design: RVTV offers custom creation of digital graphics, and limited print production such as postcards, flyers and brochures. • Podcasts: RVTV offers a podcast studio for the use of our partners to record monthly content, which our staff typically edits into 30-60 minute long productions. • Archival Photo/Video/Drone & Event Documentation: Includes documentation of municipal events, as well as the capture of file video, aerial drone video, and still photography for future use. • Long-form Video: Productions that are typically 11 to 30 minutes in length. Code 58.1-645 et seq.) required cable television providers to pay a five percent (5%) sales or use tax to the Commonwealth of Virginia in place of paying franchise fees to the localities, including the City of Roanoke, County of Roanoke, and Town of Vinton. Under the Act, the Commonwealth pays the amount of revenues it receives from cable television providers, like Cox and Shentel/GloFiber, to the localities. Additionally, each locality passes an EG fee of $0.20 per subscriber to be used in support of PEG programming. The operational budget for RVTV is provided by the three local governments, and it is funded through the Virginia Communications Sales and Use Tax Revenue and EG fees communications providers. The RVTV budget amount paid by each locality is based on US Census Population Data for each partner government. Increases to the non-personnel are largely seen in the computer software budget line, due to increases from vendors and new fees for service added by our fiscal agent Roanoke County. Overall, requested operating revenues are increasing only 1.17% versus the previous fiscal year.
