ON TUESDAY, APRIL 15, 2025, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA MEMBERS PRESENT: Bradley E. Grose, Mayor Laurie J. Mullins, Vice Mayor Keith N. Liles Sabrina M. McCarty Michael W. Stovall STAFF PRESENT: Richard Peters, Town Manager Cody Sexton, Deputy Town Manager Antonia Arias-Magallon, Administrative Manager/Town Clerk Nathan McClung, Assistant Planning and Zoning Director Andrew Keen, Finance Director/Treasurer Fabricio Drumond, Police Chief Tim Lawless, Deputy Police Chief Scott Hurt, Lieutenant Justin Baker, Detective Corporal Mandie Baker, Administrative Assistant Jake Miller, Police Officer Todd Bailey, Detective Sergeant Jeremy Carroll, Town Attorney Mayor Grose called the meeting to order at 6:00 p.m. The Town Clerk Council Member Liles, Council Member McCarty, Council Member Stovall, Vice Mayor Mullins, and Mayor Grose present. After a Moment of Silence, Nathan McClung led the Pledge of Allegiance to the U.S. Flag. the agenda, there was a request to add an awards recognition under agenda item F,2. announcements, and Council Activities, Council Member McCarty announced the following: April 19 –Shred Event from 9 a.m. to 12 p.m. at the Municipal Building Parking Lot; April 24 – Arbor Day Celebration from 11 a.m. to 12 p.m. at the Vinton Public Library; April 25 and 26 – Dogwood Festival in Downtown Vinton; and May 26 – Town Offices Closed for the observance of Memorial Day. Council Member McCarty to visit the entertainment venues 2 Vice Mayor Mullins announced the following Council activities: April 9 – Council Member Liles and Council Member McCarty Community Development Committee Meeting and April 15 – Grose attended the Finance Committee Meeting. Council Member Liles made a motion to approve the Consent Agenda as presented, the motion was seconded by Council Member Stovall and carried by the following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Stovall, Mullins, Grose; Nays (0) – None. April 1, 2025; approved the minutes of the Work Session on April 1, 2025; approved Resolution No. 2639 appropriating funds in the amount of $2192.70 for the receipt of an insurance claim made on a Town Vehicle that was damaged in a collision; approved Resolution No. 2640 budget. Under awards, introductions, presentations, and proclamations, Nathan McClung commented Library on April 24, 2025, from 11 a.m. to 12 p.m. Sign up is available online at the library website. Arbor Day. Ten trees were planted at the previous West Cedar Mobile Home acquired by the Town through a flood mitigation project.. Under awards, introductions, presentations, and proclamations, Roanoke County, was in attendance to receive the National Public Telecommunicators Week Proclamation read by Council Member Stovall. Mr. Davis expressed appreciation to Council and the Town for their recognition Chief Drumond recognized Detective Corporal Justin Baker for completing the Virginia Department of Forensic Science Academy. Jake Miller, Todd Bailey, and Council Member Stovall were program. Chief Drumond recognized Mandie Baker for her support and help while Detective Corporal Baker finished the academy. 3 Detective Corporal Baker appreciated Council and the Police Department for their never-ending support. Detective Corporal Baker Department for their hard work and dedication. Town Manager Peters expressed appreciation toward Town Clerk Arias- working at the Town of Vinton and wished her the best for her future endeavors. Arias-Magallon and wished her the best. Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution approving the 2025-2026 operating budget for the Roanoke Valley Regional Cable Television Committee in the total amount of $627,365.00. Scott Ramsburg, Director at Roanoke Valley TV reviewed a PowerPoint Presentation that will be available at the Town Clerk’s Office as part of the permanent record. The amount that RVTV requests from the Town of Vinton is $25,973.00, which is 4.14% of the RVTV budget. RVTV has been a big part of the Town by providing a range promotions, etc. Council expressed appreciation towards RVTV for all that they do for the Town. Council Member McCarty made a motion to approve the Resolution approving the 2025-2026 operating budget for the Roanoke Valley Regional Cable Television Committee in the total amount of $627,365.00.; the motion was seconded by Vice Mayor Mullins, vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Stovall, Mullins, Grose; Nays (0) – None. Approved Resolution No. 2641 2025-2026 Valley Regional Cable Television Committee in the total amount of $627,365.00. Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution approving the FY 2025- 2026 Annual Operating and Reserves Budget of the Roanoke Valley Resource Authority in the total amount of $19,116,734.00. 4 Jon Lanford, Chief Executive Officer of the Roanoke Valley Resource Authority, presented Finance Manager, was at the meeting to answer any questions needed. Mr. Lanford reviewed the RVRA FY26 Budget Book that will be at the Town The total amount that RVRA is asking for from the Town of Vinton is $190,475. Council expressed appreciation for the report. Council Member Stovall made a motion to approve the Resolution approving the FY 2025- 2026 Annual Operating and Reserves Budget of the Roanoke Valley Resource Authority in the total amount of $19,116,734.00; seconded by Council Member Liles vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Stovall, Mullins, Grose; Nays (0) – None. Approved Resolution No. 2642 approving the FY 2025- Budget of the Roanoke Valley Resource Authority in the total amount of $19,116,734.00 With regard to the nominations for the 2025 VML Policy Committees, the Town Clerk commented that Council was polled and provided the proposed slate of nominees and all indicated committee. Council Member Liles approve the Slate of Nominees as presented; the motion was seconded by Vice Mayor Mullins and voting: Vote 5-0; Yeas (5) – Liles, McCarty, Stovall, Mullins, Grose; Nays (0) – None. Approved the 2025 VML Policy Committee's Slate of Nominees as presented Under appointments to boards and commissions motion to appoint Clerk effective April 25, 2025, to replace Antonia Arias-Magallon who will be resigning on April 24, 2025, for the remainder of her term that will end on December 31, 2026. Council Member McCarty appoint Richard Peters Jr. as Town Clerk effective April 25, 2025, to replace Antonia Arias-Magallon remainder of her term that will end on December 31, 2026; the motion was seconded by Vice Mayor Mullins, carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Liles, Appointed effective April 25, 2025, to replace Antonia Arias- Magallon, who will be resigning on April 24, 2025, for the remainder of her term that will end on December 31, 2026. 5 Under reports from committees, Cody Sexton reported on the March 26, 2025, Committee Meeting. Mr. Sexton reported that the has been graded and topsoiled, and the grass is once the grass reaches a higher level. provided updates on two stormwater projects the Town is pursuing. The Thrasher Church stormwater project is nearly complete— finished, with paving as the final remaining step. and a consultant regarding the roadway. Preparations boring on 3rd Street to conduct an analysis of the substructure of the road. Public Works has been working hard on cleaning up the greenways after spring paving and is working on discussing next year's paving. Under reports from committees, Andrew Keen reported on the April 15, 2025, Finance Committee Meeting. continues to increase, primarily due to business license collections, and is expected to grow further as spring tax payments begin to come in. The Committee mailed on April 22, 2025, and will be due by June 2, 2025. Updates regarding the next phases of the Tyler system were also reviewed. The upcoming capital fund tracking. The FY24 audit is currently expected by mid-May. Lastly, the Committee discussed the Town’s PTO buy- Employees may sell up to 60 hours of paid time off, provided they retain a minimum balance of 80 hours. 6 Council Member Stovall made a motion to adopt the statements for March 2025 seconded by Vice Mayor Mullins, carried by the Vote 5-0; Yeas (5) – Liles, McCarty, Stovall, Mullins, Grose; Nays (0) – None. Under reports from committees, Nathan McClung reported on the April 9, 2025, Community Development Committee Meeting. Mr. McClung reported that the Committee began projects. The Gish Mill project is moving into its intended goals. The C plans for the multi- renovations to the war memorial. Additional topics included the 70th Annual Dogwood Festival and the upcoming Arbor Day event. The Glade Creek placement of the Wolf Creek Greenway restroom facility. The Committee also considered potential updates to the Town’s entrance signs. Council expressed appreciation toward the staff. Council Member Liles made a motion to adjourn the meeting; the motion was seconded by Council Member McCarty following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Stovall, Mullins, Grose; Meeting adjourned APPROVED: _________________________________ Bradley E.
