ON TUESDAY, FEBRUARY 3, 2026, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA MEMBERS PRESENT: Bradley E. Grose, Mayor Laurie J. Stovall STAFF PRESENT: Richard Peters, Town Manager Cody Sexton, Deputy Town Manager Megan Lawless, Town Clerk Jeremy Carroll, Town Attorney Tiffany Stewart, Interim Finance Director Scott Hurt, Lieutenant Mayor Grose called the meeting to order at 6:00 p.m. The Town Clerk called the roll with Council Member Liles, Council Member McCarty, Vice Mayor Mullins, and Mayor Grose present. After a Moment of Silence, Lieutenant Hurt led the Pledge of Allegiance. Announcements, and Council Activities: Council Member McCarty announced the following event: Town Offices will be closed on Monday, February 16 in observance of Presidents’ Day. Vice Mayor Mullins announced the following Council activities: January 22 – attended the Vinton First Aid Crew Board meeting; attended the Vinton Area Chamber of Commerce’s Council Member Stovall met with the VML Board about Legislative Day. Council Member McCarty made a motion to approve the Consent Agenda as presented; the motion was seconded by Council Member Liles and carried by the following vote, with all members voting: Vote 4-0-1; Yeas (4) -Liles, McCarty, Mullins, Grose; Nays (0) – None; Absent (1) – January 20, 2026, Session of January 20, 2026. Under Awards, Introductions, Presentations, and Proclamations, none were presented. 2 Under Citizens’ Comments and Petitions, Mr. Chris Heptinstall spoke to Council about issues with tractor trailers driving through his neighborhood traveling to and from Cargill. He suggested that the Town enhance signs and ask Cargill to help communicate with the truck drivers. Council shared that they believe truck drivers are following the route provided by GPS. Mr. Peters recommendations for enhanced signage, shared that he will contact the general manager at Cargill to ask for support with communicating the proper route with the truck drivers. Under Briefings, Rescue Chief Brandan Arthur presentation on the crew’s achievements from the past year, 2025. This PowerPoint presentation will be filed at the Town Clerk’s Office as part of the permanent record. The Vinton First Aid Crew has 56 active members as of January 1, 2026. 17 of those members joined in 2025. All members combined served over 5,031 hours and responded to 1,431 emergencies. He also highlighted future goals and projects to include investing in EMS education with CPR and Stop the Bleed awareness. Their main goal is to be leaders and strengthen the future of healthcare. Council thanked the Vinton First Aid Crew for the work they do. Under Items Requiring Action, Mr. Peters summarized the Town of Vinton 2026-2030 be filed at the Town Clerk’s Office as part of the permanent record. Mayor Grose expressed his appreciation for all the work that went into creating this plan. Resolution to adopt the 2026-2030 Strategic Plan. Vice Mayor Mullins made a motion to adopt a Resolution for the Town of Vinton 2026-2030 Approved Resolution No. 2663 Town of Vinton 2026-2030 Strategic Plan. 3 Council Member McCarty and carried by the following vote, with all members voting: Vote 4-0- 1; Yeas (4) -Liles, McCarty, Mullins, Grose; Nays (0) – None; Absent (1) – Stovall. Under Public Hearing, consideration of public comments identified as Tax Parcel Number 060.16-02-15.00. Mayor Grose opened the Public Hearing at 6:28 p.m. Opened Public Hearing consideration of a five-year lease with Dogwood Restaurant for the parcel where the patio sits. This parcel has become a valuable connection between been a great addition to the Dogwood Restaurant as it contributes to their operations. The updated terms acknowledge the square foot cost of the tax assessed value of the space, which is $250.00. structuring all leases to end on June 30 with new fiscal year, and it will allow staff to track the leases better and associate them with the audit. There were no comments or questions offered by the public. There were no comments of questions offered by Council. Grose, Mayor Meeting Date February 17, 2026 Department Administration Summary At the 2025 Mid-Atlantic Asphalt Expo hosted by the Virginia Asphalt Association and VDOT, the Mountain View Road Full-Depth Reclamation (FDR) Project won the statewide Engineer's Choice Award. The Engineer's Choice Award annually recognizes projects that demonstrate collaboration, effective communication, proactively identifying and solving challenges, and going above and beyond. Attachments None Recommendations None Town Council Agenda Summary Meeting Date February 17, 2026 Department Administration Issue Briefing on the 2026 Roanoke County Real Estate Reassessment Summary Each year, the Roanoke County Assessor’s Office establishes the property value for all property in the County, which includes property within the Town. A letter is developed and sent to all property owners detailing their assessment values for both the land and buildings. The letter details the previous three years’ worth of assessments in a table. As required by the General Assembly, the letter is to state the tax percentage increase or decrease the actual taxes paid would be as compared to the previous year. Ken Fay, Roanoke County Real Estate Valuation Director, will give the PowerPoint presentation at the meeting and answer any questions that Council might have. Council is scheduled to conduct its Public Hearing on the tax rates on April 7, 2026. Pursuant to Section 58.1-3321 of the Code of Virginia, as amended, any assessment that results in an increase of one percent or more requires that the Notice of Public Hearing be given at least seven days prior to the date of the hearing. Annual Partner Update: Town of Vinton Town of Vinton Annual Update •The Roanoke Valley-Alleghany Regional Commission convenes our member localities to address issues of regional significance – transportation, community development, housing, economic development. •Help develop and deliver programs and plans that save citizens, businesses, and our localities money. •The Regional Commission is a good investment – every $1 invested by our localities brings in $11 of state, federal, and other funding sources. •We want to recognize Mayor Grose, Mr. Stovall, Mr. Liles, and Mr. Peters for their participation in the Regional Commission and RVTPO . Project Highlights •Plan Updates: Completed incremental updates to the Greenway Plan Update, largely focused on mapping needs •Updates included alignment improvements and update of existing sections. •Updates to Glade Creek and Roanoke River Greenway extensions. •Update of Craig Botetourt trail and removal of defunct connections. •Other Greenway: 10-Year Update to begin FY27 under new Greenway Coordinator and transportation staff at Regional Commission. •Ongoing support of Glade Creek LAP project. Greenway Plan Update & Transition Project Highlights •RVARC-led grant program that reimburses localities for tree planting •Vinton received $3,300 supporting the planning of 10 trees. •Ongoing program the Commission has coordinated since 2018. •Example of our state/local coordination role. Arbor Day Grant Our Services •The Regional Commission provides technical support, grant writing, research, and project development services across a range of topic areas. •This past year we tackled topics such as: •Regional housing challenges. •Opportunities to improve service at the Roanoke Blacksburg Airport. •Transportation funding challenges and opportunities. •The growth of our water quality efforts through septic pump-outs and rain barrel workshops. •Bike rack distribution program. •Many more across transportation, economic development, community development, and the environment. Meeting Date February 17, 2026 Department Treasurer/Finance Issue Consider adoption of a Resolution allowing the Interim Town Treasurer and Interim Finance Director to remove outstanding Personal Property delinquent taxes and Vehicle License Fees over five years old from the active records to a permanent file. Summary According to State Code Section 58.1-3940, collection of local taxes is only enforceable for five years following December 31 of the year for which such taxes were assessed. All efforts were made by the Treasurer’s Office to collect the delinquent taxes, including reporting them to the State Debt Set-Off Program. AT A REGULAR MEETING OF THE VINTON TOWN COUNCIL HELD ON TUESDAY, FEBRUARY 17, 2026, AT 6:00 PM IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING, 311 SOUTH POLLARD STREET, VINTON, VIRGINIA WHEREAS, the Town of Vinton is maintaining records of outstanding Personal Property delinquent taxes for 2020 in the amount of $8,782.53; and WHEREAS, the Town of Vinton is maintaining records of outstanding Vehicle License Fees for 2020 in the amount of $16,286.65; and WHEREAS, the personal property taxes and vehicle license fees are over five years old, and collections are no longer enforceable by Section 58.1-3940, of the 1950 Code of Virginia as amended; and WHEREAS, the Treasurer’s Office/Finance Department has made all efforts to collect on these balances and has turned them over to collections and the State of Virginia Debt Set- Off Program. NOW, THEREFORE, BE IT RESOLVED that the Vinton Town Council does hereby directs the Treasurer/Finance Director to have the outstanding accounts removed from the active records and placed in a permanent file where, if the opportunity arises, the accounts may be collected.
