MINUTES OF A REGULAR MEETING OF THE VINTON TOWN COUNCIL HELD AT 6:00
P.M. ON TUESDAY, FEBRUARY 17, 2026, IN THE COUNCIL CHAMBERS OF THE
VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON,
VIRGINIA

Mayor Grose called the meeting to order at 6:00
p.m. The Town Clerk called the roll with Council
Member Liles, Council Member Stovall, Vice Mayor
Mullins, and Mayor Grose present.
Roll call
After a Moment of Silence, Council Member
Liles led the Pledge of Allegiance.
Under Upcoming Community Events/
Announcements, and Council Activities: Vice
Mayor Mullins announced the following event:
March 24th – 10:00 a.m. until 2:00 p.m., Annual
Senior Services Expo hosted by Vinton Area
Chamber of Commerce. The event will be held at
William Byrd Middle School.
Vice Mayor Mullins announced the following
Council activities: February 5th – Mayor Grose,
Council Member Liles, and Council Member Stovall
attended Legislative Day in Richmond; February
5th – Vice Mayor Mullins attended the RVTV
Committee meeting; February 11th – Council
Member McCarty and Council Member Liles
attended the Community Development Committee
meeting; February 17th – Mayor Grose and Council
Member Stovall attended the Finance Committee
meeting.
Requests to postpone, add to or change the
order of agenda items, no requests were offered.

Council Member Liles made a motion to
approve the Consent Agenda as presented; the
motion was seconded by Vice Mayor Mullins and
carried by the following vote, with all members
voting: Vote 4-0-1; Yeas (4) -Liles, Stovall, Mullins,
Grose; Nays (0) – None; Absent (1) – McCarty.
Approved minutes of the Regular meeting of
February 3, 2026.
Under Awards, Introductions, Presentations,
Mr. Sexton shared that at the 2025 Mid-Atlantic
Expo hosted by the Virginia Asphalt Association
and VDOT, the Mountain View Road Full-Depth
Reclamation (FDR) Project won the statewide
Engineer’s Choice Award. The Engineer’s Choice
Award annually recognizes projects that
demonstrate collaboration, effective collaboration,
proactively identifying and solving challenges, and
going above and beyond.
Members from VDOT were in attendance to
receive this recognition and expressed gratitude
towards the Town for its collaboration.
Under Citizens’ Comments and Petitions, Mrs.
Janet Scheid spoke to Council about the disc golf
course that is being installed along the Wolf Creek
Greenway.
Under Briefings, Ken Fay, Director of Real
Estate Valuations with Roanoke County, provided
a PowerPoint presentation on the 2026 Roanoke
County Real Estate Reassessment. The
presentation is on file at the Town Clerk’s Office as
part of the permanent record.
Council expressed their gratitude for the
presentation.
Under Briefings, Jeremy Holmes, Executive
Director for Roanoke Valley-Alleghany Regional
Commission (RVARC) provided a PowerPoint
presentation on the RVARC Annual Report. The
presentation is on file at the Town Clerk’s Office as
part of the permanent record.
Council expressed their gratitude for the
presentation.
Under Items Requiring Action, Mr. Sexton
presented a Resolution that would allow the Interim
Town Treasurer and Interim Finance Director to
remove outstanding Personal Property delinquent
taxes and Vehicle Licenses Fees over five years
old from the active records to a permanent file.

Council Member Stovall made a motion to adopt
a Resolution to remove outstanding Personal
Property delinquent taxes and Vehicle Licenses
Fees over five years old from the active records to
a permanent file; the motion was seconded by Vice
Mayor Mullins and carried by the following vote,
with all members voting: Vote 4-0-1; Yeas (4) -
Liles, Stovall, Mullins, Grose; Nays (0) – None;
Absent (1) – McCarty.
Under Public Hearing, there were no items for
this section.
Approval of Resolution No. 2665 to remove
outstanding Personal Property delinquent taxes
and Vehicle Licenses Fees over five years old
from the active records to a permanent file.
Under Reports from Committees, Mr. Sexton
briefed Council on what the Finance Committee
discussed at their meeting on February 17, 2026.
The committee briefly went over the Roanoke
County Real Estate Assessment PowerPoint
presentation.
Staff are currently working on the revenue
projections for FY2027. The budget work session
with Council will be on April 7, 2026.
We will adopt the personal property and real estate
tax rates at the Town Council meeting on April 7,
2026.
Mr. Sexton advised that January 31, 2026,
Financial Statements are not ready due to staff
illness. Approval of the statements will be at the
Town Council meeting on March 17, 2026.
Council Member Stovall added that the Vinton Area
Chamber of Commerce shared their Profit and
Loss Year-to-Date Comparison sheet for 2025.
The Chamber’s goal is to increase their
memberships.
Under Reports from Committees, Mr. McClung
briefed Council on what the Community
Development Committee discussed at their
meeting on February 11, 2026.
Topics in the committee meeting included updates
to economic development projects such as 121 W.
Lee Avenue, McGimsey property, Riverpark
Shopping Center, Greenway Construction
properties, 7 Walnut Avenue, Dos Mas grand

opening, and franchise updates at 1000 Hardy
Road and 520 Hardy Road.
Updates to community development projects
included the approval of two grants with the
Department of Energy, status of the gateway
signage, Gus Nicks Blvd/Gish Mill Water Line
Improvement project, mural updates, Wolf Creek
Disc Golf Course, and FEMA mapping.
Updates to transportation projects included the
Glade Creek Greenway Phase III project, Walnut
Avenue Improvement Project, and No Parking
signage installation along E. Cleveland Avenue
and Pine Street.
Last, there was discussion on economic
development incentives and the Capital
Improvement Plan.
Under Town Attorney, no comments were
offered.
Under Town Manager’s Projects Updates, Mr.
Peters shared that Public Works staff put in 903
hours for snow removal and used 167 tons of salt.
We have been waiting on warm weather for the
Poured-In-Place surface at the Vinton War
Memorial Park. The ribbon cutting ceremony will be
planned around April 1st or 2nd.
We will have a ribbon cutting ceremony for Wolf
Creek Greenway restroom in conjunction with
Roanoke Valley Greenways. The date is to be
determined.
Next, Mr. Peters shared that we have made some
modifications to the collaboration agreement with
the Vinton Area Chamber of Commerce for the
upcoming year.
Under Council and Mayor Comments, Council
Member McCarty’s father passed away, so all
members of Council expressed sympathy for the
family.
Vice Mayor Mullins commended the Police
Department and the Deputy Town Manager for
their participation in the Polar Plunge.

Council Member Stovall commented on a citizen’s
social media post that acknowledged how good the
Town services and snow removal are.
Mayor Grose commented on the passing of Karen
Woods, owner of Woods Service Centers Inc.
He then shared gratitude for the work that has been
done by the Public Works Department and the
Police Department during the inclement weather.
Lastly, Mayor Grose commented on the VML
Legislative Day and shared that it was time well
spent.
Council Member Liles made a motion to adjourn
the meeting; the motion was seconded by Vice
Mayor Mullins and carried by the following vote 4-
0-1; Yeas (4) – Liles, Stovall, Mullins, Grose; Nays
(0) – None; Absent (1) – McCarty.
