P.M. ON TUESDAY, APRIL 21, 2026, IN THE COUNCIL CHAMBERS OF THE VINTON
MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA

Mayor Grose called the meeting to order at 6:00
p.m. The Town Clerk called the roll with Council
Member McCarty, Council Member Stovall, Vice
Mayor Mullins, and Mayor Grose present.
After a Moment of Silence, Council Member
Stovall led the Pledge of Allegiance.
Announcements, and Council Activities, Council
Member McCarty announced the following events:
April 24 – Vinton Dogwood Festival Concert; April
25 – Vinton Dogwood Festival; April 25 – Open
House at Vinton History Museum; May 2 – Yard
the Vinton Farmer’s Market, and the Shred Event;
May 15 –
sponsored by Vinton Area Chamber of Commerce;
May 25 – Town offices will be closed in observance
of Memorial Day.
Vice Mayor Mullins announced the following
Council activities: April 9 –
McCarty participated in Clean Valley Day in Vinton;
April 14 –
Centers 101 program, and Council Member Liles
attended the Planning Commission meeting; April
21 –
attended the Ribbon Cutting ceremony for the Wolf
Creek Greenway restrooms, the Arbor Day event,
and the Finance Committee meeting.
Requests

Council Member McCarty made a motion to
approve the Consent Agenda as presented; the
motion was seconded by Vice Mayor Mullins and
voting: Vote 4-0-1; Yeas (4) -
Regular Meeting of April 7, 2026.
Under Awards, Introductions, Presentations,
there were none.
Under Citizens’ Comments and Petitions, no
comments were offered.
Under Briefings, there were none.
Under Items Requiring Action,
CEO of Roanoke Valley Resource Authority
presented the FY2026-2027 Annual Operating and
Reserves Budget of the Roanoke Valley Resource
amount for the Town of Vinton is $5,600.00. A copy
of their budget is on file at the Town Clerk’s office
as part of the permanent record.
Mayor Grose
services that are provided by RVRA and thanked
Valley Day in Vinton.
Mr. Peters shared that data such as total tonnage
collected from the Clean Valley Day in Vinton will
be shared soon.
There were no additional comments or questions.
Council Member Stovall made a motion to adopt
a Resolution to approve the FY2026-2027 Annual
$19,824,759.00, the motion was seconded by Vice
Mayor Mullins
with all members voting: Vote 4-0-1; Yeas (4) -
McCarty, Stovall, Mullins, Grose; Nays (0); Absent
(1) – Liles.
Under Public Hearing, Mayor Grose opened the
public hearing at 6:16 p.m.
Mr. McClung shared that the 2025 Roanoke Valley-
FY2026-2027 Annual Operating
Authority in the total amount of $19,824,759.00.

about the plan. Before the plan could be adopted,

Alleghany Regional Commission Hazard Mitigation
Plan, the motion was seconded by Council
Member McCarty and carried by the following vote,
with all members voting: Vote 4-0-1; Yeas (4) -
McCarty, Stovall, Mullins, Grose; Nays (0); Absent
(1) – Liles.

General revenue stands at approximately $8.75M
of the fiscal year, which is 63% of the budget with
normal treasurer activities.
Local tax collection is at 87%,
increase from last year’s collection.
There is a 28% increase in meals tax collection for
the month of March for a total of $30,000.00.
Interest income is stable; however, we do project a
interest accounts.
Personal property and real estate bills have been
mailed to citizens.
The Treasurer’s Office and lobby will be open from
9:00 a.m. – 4:00 p.m., Monday through Friday until
June 5, 2026.
Mayor Grose thanked Mrs. Stewart for the report.

approve the March 31, 2026, Financial Statements,
the motion was seconded by Vice Mayor Mullins
and carried by the following vote, with all members
voting: Vote 4-0-1; Yeas (4) -
Mullins, Grose; Nays (0); Absent (1) – Liles.
Vice Mayor Mullins commented that she is looking

PROCLAMATION
WHEREAS, America’s progress has been driven by people who think big, take risks, and work
hard; and
WHEREAS, Small business owners capture the essence of that independent spirit and drive to succeed on their own terms; and
WHEREAS, the driving economic force behind what makes America strong, and our
communities flourish starts with an idea and the courage of individuals with a desire
to have their own small business; and
WHEREAS, The Town of Vinton’s’ small business community deserves to be celebrated for
their dedication and entrepreneurial spirit; and
WHEREAS, the Town of Vinton recognizes the accomplishments of Vinton’s entrepreneurs, small businesses, and employers that contribute greatly to building and sustaining Vinton’s’ economy.
NOW, THEREFORE, Mayor Bradley E. Grose and the Vinton Town Council, on behalf of the citizens of our town, proudly proclaim the week of May 3 to May 9, 2026 as National Small Business Week in the Town of Vinton and call upon all citizens of the Town of Vinton and surrounding areas to recognize small businesses.

Proclamation - National Police Week (May 11-16)
Summary
In 1962, President John F. Kennedy declared May 15th as Peace Officers Memorial Day and the
week in which it falls as National Police Week. We would like to recognize our law enforcement
officers who serve the Town with a proclamation that recognizes National Police Week, which
begins on May 11, 2026, and ends on May 16, 2026.

PROCLAMATION
WHEREAS, the Congress and President of the United States have designated May 15 as Peace Officers Memorial Day, and the week in which it falls as Police Week; and
WHEREAS, the members of the Vinton Police Department play an essential role in safeguarding the rights and freedoms of the citizens of the Town of Vinton; and
WHEREAS, it is important that all citizens know and understand the problems, duties, and responsibilities of their police department, and that members of our police department recognize their duty to serve the people by safeguarding life and property, by protecting them against violence or disorder, and by protecting the innocent against deception and the weak against oppression or intimidation; and
WHEREAS, the Vinton Police Department has grown to be a modern and scientific law enforcement agency and provides a vital public service.
NOW, THEREFORE, Mayor Bradley E. Grose and the Vinton Town Council, on behalf of the citizens of our town, proudly proclaim May 11 to May 16, 2026, as NATIONAL POLICE WEEK in the Town of Vinton and call upon all citizens of the Town of Vinton and surrounding areas that are served by the Vinton Police Department to observe this week and to join Town Council in recognizing officers for their faithful and loyal devotion to duty and dedicated service to their community.

Recognition and Awards
Introduction to the Vinton Police Department’s Wellness Division.
Summary
Each year, the police department establishes objectives that align with and support the Town of
Vinton’s Strategic Plan, while reinforcing our core belief that we are a people-first organization.
With that foundation, the department has designated this inaugural year as “The Year of Personal
Excellence.”
Over the last year, the Vinton Police Department has been focused on the implementation and
adoption of the Wellness Division. The Wellness Division operates on four foundational tenets
that we believe build resilient individuals, ultimately strengthening an agency that serves its
community with excellence. Those foundational tenets are:
• Faith
• Family
• Fitness
• Finance
Within each tenet, the police department has recruited, trained, obtained certifications, or entered
into partnerships with subject matter experts.
Internally, Mandie Baker and Detective Jake Miller obtained certifications through the National
Association of Sports Medicine in (1) Certified Personal Training (2) Wellness Coaching (3)
Weight Loss Management, (4) Nutrition, and lastly (5) Mental Toughness. All certifications are
recognized nationally and validated through an accredited program. With their training and

experience, both instructors model their wellness approach through simple, sustainable, and
consistent programs that incorporate the VPD wellness ethos F.I.T – Fuel, Ignite, Thrive
Shield Chaplaincy is comprised of three chaplains and two trained canines:
• Darren Potter
• Gareth Stephenson
• Adam Hughes
• Scarlett (Canine)
• Moose (Canine)
Together, they provide full-time chaplain services to support local law enforcement officers
throughout the valley, as well as services across the Commonwealth of Virginia.
Impact First Responders - The Impact First Responders program serves our community’s first
responders through education, peer support, and counseling to address the chronic stress and
trauma experienced both on and off the job. Impact First Responders Program Director Kristen
Sharett is assisting the Vinton Police Department with this partnership and will support the
development, creation, and implementation of our Peer Support Team.
