MINUTES OF A REGULAR MEETING OF THE VINTON TOWN COUNCIL HELD AT 6:00
P.M. ON TUESDAY, APRIL 21, 2026, IN THE COUNCIL CHAMBERS OF THE VINTON
MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA
MEMBERS PRESENT: Bradley E. Grose, Mayor

Mayor Grose called the meeting to order at 6:00
p.m. The Town Clerk called the roll with Council
Member McCarty, Council Member Stovall, Vice
Mayor Mullins, and Mayor Grose present.
Roll call
After a Moment of Silence, Council Member
Stovall led the Pledge of Allegiance.
Under Upcoming Community Events/
Announcements, and Council Activities, Council
Member McCarty announced the following events:
April 24 – Vinton Dogwood Festival Concert; April
25 – Vinton Dogwood Festival; April 25 – Open
House at Vinton History Museum; May 2 – Yard
Sale at Vinton History Museum, Opening Day at
the Vinton Farmer’s Market, and the Shred Event;
May 15 – Spring Golf Tournament at Blue Hills
sponsored by Vinton Area Chamber of Commerce;
May 25 – Town offices will be closed in observance
of Memorial Day.
Vice Mayor Mullins announced the following
Council activities: April 9 – Council Member
McCarty participated in Clean Valley Day in Vinton;
April 14 – Vice Mayor Mullins attended the Data
Centers 101 program, and Council Member Liles
attended the Planning Commission meeting; April
21 – Mayor Grose and Council Member Stovall
attended the Ribbon Cutting ceremony for the Wolf
Creek Greenway restrooms, the Arbor Day event,
and the Finance Committee meeting.
Requests to postpone, add to or change the
order of agenda items, no requests were offered.

Council Member McCarty made a motion to
approve the Consent Agenda as presented; the
motion was seconded by Vice Mayor Mullins and
carried by the following vote, with all members
voting: Vote 4-0-1; Yeas (4) - McCarty, Stovall,
Mullins, Grose; Nays (0) – None; Absent (1) – Liles.
Approved minutes of the Work Session and
Regular Meeting of April 7, 2026.
Under Awards, Introductions, Presentations,
there were none.
Under Citizens’ Comments and Petitions, no
comments were offered.
Under Briefings, there were none.
Under Items Requiring Action, Jon Lanford,
CEO of Roanoke Valley Resource Authority
presented the FY2026-2027 Annual Operating and
Reserves Budget of the Roanoke Valley Resource
Authority in the total amount of $19,824,759.00.
This is a 3% increase from last year. The total
amount for the Town of Vinton is $5,600.00. A copy
of their budget is on file at the Town Clerk’s office
as part of the permanent record.
Mayor Grose expressed appreciation for the
services that are provided by RVRA and thanked
Mr. Lanford for the promotional video for Clean
Valley Day in Vinton.
Mr. Peters shared that data such as total tonnage
collected from the Clean Valley Day in Vinton will
be shared soon.
There were no additional comments or questions.
Council Member Stovall made a motion to adopt
a Resolution to approve the FY2026-2027 Annual
Operating and Reserves Budget of the Roanoke
Valley Resource Authority in the total amount of
$19,824,759.00, the motion was seconded by Vice
Mayor Mullins and carried by the following vote,
with all members voting: Vote 4-0-1; Yeas (4) -
McCarty, Stovall, Mullins, Grose; Nays (0); Absent
(1) – Liles.
Under Public Hearing, Mayor Grose opened the
public hearing at 6:16 p.m.
Mr. McClung shared that the 2025 Roanoke Valley-
Alleghany Regional Commission (RVARC) Hazard
Adopted Resolution No. 2671 adopting the
FY2026-2027 Annual Operating and Reserves
Budget of the Roanoke Valley Resource
Authority in the total amount of $19,824,759.00.
Opened public hearing at 6:16 p.m.

Mitigation Plan is for the entire region. He reminded
Council that Amanda McGee from RVARC
provided a presentation on December 2, 2025,
about the plan. Before the plan could be adopted,
FEMA provided additional revisions which have
been completed.
Adopting this plan allows local government to apply
for disaster mitigation funds which become
available following a natural disaster.
Unlike other localities who adopt this as a
Resolution, we make this as an amendment
through our Comprehensive Plan, which requires it
to be advertised in the newspaper and be reviewed
by the Planning Commission.
There were no public comments.
There were no comments or questions from
Council.
Mayor Grose closed the public hearing at 6:19 p.m.
Vice Mayor Mullins made a motion to adopt an
Ordinance to adopt the 2025 Roanoke Valley-
Alleghany Regional Commission Hazard Mitigation
Plan, the motion was seconded by Council
Member McCarty and carried by the following vote,
with all members voting: Vote 4-0-1; Yeas (4) -
McCarty, Stovall, Mullins, Grose; Nays (0); Absent
(1) – Liles.
Under Appointments to
Boards/Commissions/Committees, there were
none.
Under Reports from Committee, Mrs. Stewart
shared topics that were discussed at the Finance
Committee meeting that was held on April 21,
2026.
General Fund revenues and expenditures are
meeting budget goals.
Operating cash and investments total is $7.4M.
Expenditures reached $9.7M for the fiscal year
which is 69% of the allocated budget due to capital
improvement projects such as the Vinton War
Memorial Park and renovations to the Vinton War
Memorial.
Adopted Ordinance No.1074 adopting the 2025
Roanoke Valley-Alleghany Regional
Commission Hazard Mitigation Plan to be
adopted and incorporated as an amendment to
the Town’s Comprehensive Plan.

All other expenditures are in line with budget
expectations, and all departments have a 60%-
80% expenditure budget use.
General revenue stands at approximately $8.75M
of the fiscal year, which is 63% of the budget with
normal treasurer activities.
Local tax collection is at 87%, which is a 5%
increase from last year’s collection.
There is a 28% increase in meals tax collection for
the month of March for a total of $30,000.00.
Interest income is stable; however, we do project a
decrease due to the usage of the savings from
interest accounts.
Personal property and real estate bills have been
mailed to citizens.
The Treasurer’s Office and lobby will be open from
9:00 a.m. – 4:00 p.m., Monday through Friday until
June 5, 2026.
Mayor Grose thanked Mrs. Stewart for the report.
There were no additional comments or questions
from Council.
Council Member Stovall made a motion to
approve the March 31, 2026, Financial Statements,
the motion was seconded by Vice Mayor Mullins
and carried by the following vote, with all members
voting: Vote 4-0-1; Yeas (4) -McCarty, Stovall,
Mullins, Grose; Nays (0); Absent (1) – Liles.
Vice Mayor Mullins commented that she is looking
forward to the meals tax numbers for April since
Kentucky Fried Chicken has brought back their
buffet.
Approved the Financial Statements from March
31, 2026.
Under Town Attorney, no comments were
offered.
Under Town Manager’s Projects Updates, Mr.
Peters advised that he will not be at the next Town
Council meeting. He will provide the Town
Manager’s Recommended Budget Report at the
Town Council meeting on May 19, 2026.
Under Council and Mayor Comments, Vice
Mayor Mullins commented on how other

communities are recognizing Child Abuse
Awareness month with the blue pin wheels.
Council Member Stovall shared that he is looking
forward to the Dogwood Festival.
Mayor Grose expressed that in his 25 years of
service as an elected official, he has never
received as many positive comments as he has for
the new Vinton War Memorial Park.
There were no additional comments offered.
Council Member McCarty made a motion to
adjourn the meeting; the motion was seconded by
Vice Mayor Mullins and carried by the following
vote 4-0-1; Yeas (4) – McCarty, Stovall, Mullins,
Grose; Nays (0) – None; Absent (1) – Liles.
