After a Moment of Silence,Mrs. Baker led the Pledge of Allegiance. Announcements, and Council Activities, Council Member McCarty announced the following events: May 15 – sponsored by Vinton Area Chamber of Commerce; May 25 – Town offices will be closed in observance of Memorial Day. Vice Mayor Mullins announced the following Council activities: April 22 – Council Member Liles and Council Member McCarty April 23 – April 25 – April 30 – Cutting Ceremony for the Glade Creek Greenway; May 5 – Regional Chamber Legislative Wrap Up seminar. Town Council called upon all citizens that are served by the Vinton Police Department to observe this week and to recognize officers for their faithful and loyal devotion to duty and dedicated service to their community. Under Awards, Introductions, Presentations, Chief Drumond introduced a new division within the Vinton Police Department operates on four foundations that they believe build resilient individuals and strengthens the agency. Those foundations are faith, family, fitness, and experts. partnership with Shield Chaplaincy. This organization has three chaplains and two canines: Darren Potter, Gareth Stephenson, Adam Hughes, they provide full-time chaplain services to support Commonwealth of Virginia. Chief Drumond recognized Mandie Baker and Jake National Association of Sports Medicine in support of the new Wellness Division coaching, weight loss management, nutrition, and mental toughness. Lastly, Chief Drumond recognized Corporal Hagy as Officer of the Year. Corporal Hagy consistently demonstrated a level of follow. Lee Avenue Redevelopment Project. This is a VDOT Smart Scale Project that is in the right-of-way phase now. VDOT is currently meeting with property owners to discuss right-of-way acquisitions and different impact costs. 6 3rd Street Stormwater Improvements and FDR Engineering: A lot of stormwater improvements have to be implemented in addition to the FDR process. Attachment Proclamation Recommendations Present Proclamation Town Council Agenda Summary PROCLAMATION WHEREAS, Amyotrophic Lateral Sclerosis, commonly known as ALS or Lou Gehrig’s Disease, is a progressive neurodegenerative disease that affects nerve cells in the brain and spinal cord, leading to loss of muscle control and, ultimately, the ability to walk, speak, eat, and breathe; and WHEREAS, ALS can affect individuals of all backgrounds, without regard to age, gender, or ethnicity, and there is currently no known cure; and WHEREAS, thousands of Americans are living with ALS, and countless family members, caregivers, healthcare professionals, researchers, and advocates work tirelessly to provide support, raise awareness, and pursue advancements in treatment and research; and WHEREAS, during the month of May, communities across the nation unite to recognize ALS Awareness Month and honor the courage and resilience of individuals living with ALS, while also acknowledging the dedication of caregivers and advocates; and WHEREAS, the Town of Vinton encourages residents to learn more about ALS, support those affected by the disease, and recognize the importance of ongoing efforts to improve the quality of life for individuals and families facing ALS. Attachment Proclamation Recommendations Present Proclamation Town Council Agenda Summary PROCLAMATION WHEREAS, the month of May has been designated as "GBS and CIDP Awareness Month" to educate the public and to focus attention on Guillain-Barre Syndrome (GBS) and Chronic Inflammatory Demyelinating Polyneuropathy (CIDP), rare, paralyzing, and potentially Catastrophic disorders of the peripheral nerves; and WHEREAS, the cause of GBS and CIDP is unknown. The length of the illness is unpredictable. It is characterized by the rapid onset of weakness and often paralysis of the legs, arms, breathing muscles, and face. Usually, months of hospital care are required, with patients and families facing an uncertain future, not knowing if and when recovery will occur. Some may face long-term disabilities of varying degrees. GBS or CIDP can develop in any person at any age, regardless of gender or ethnic background; and WHEREAS, in 1980, the Guillain-Barre Foundation International (now the GBS/CIDP Foundation International), was founded to provide a support network to patients and their families through the national office headquartered in Philadelphia and its 180 chapters with more than 40,000 members throughout the United States, Canada, Asia, Europe, Australia, South America, and South Africa; and WHEREAS, Rick Forney is the Liaison for the local area chapter, serving as the link between patients, physicians, nurses, and families. The Foundation provides educational materials, including a comprehensive booklet, "GBS, an Overview for the Layperson," and newsletters, as well as funding medical research and conducting symposia; and WHEREAS, the Foundations Medical Advisory Board includes prominent neurologists active in GBS and CIDP research, leading physicians in rehabilitation medicine, and physicians who, themselves, have had the disorder. Grose, Mayor Meeting Date May 19, 2026 Department Public Works Issue Proclamation – National Public Works Week Summary The American Public Works Association advocates the recognition and celebration of Public Works Week in all cities, counties, and towns across the U.S. The Week proudly honors the vital contribution public works professionals make every day that leads to healthier, happier, more vibrant communities. "Rooted in Service, Powered by Community" is the theme for the 2026 National Public Works Week poster. This year’s theme reminds us that public works professionals are motivated to serve the communities that they love and power them to always do their best. The roots of service run deep in public works. It’s what has propelled public works innovations that have helped our communities evolve into places where people can lead lives of purpose and possibility. Some work – like refuse collection and plowing roads is highly visible while other public works contributions – like maintaining stormwater systems are sometimes hidden from view. Together, these efforts form the foundation of thriving communities, reminding us that every project, seen or unseen, powers the connection between service and people it supports. For sixty-six years, this celebration has highlighted the impact that public works has on our daily lives. Recommendations Present Certificates Town Council Agenda Summary Meeting Date May 19, 2026 Department Finance/Treasurer Issue Presentation of Certificate of Distinguished Budget Presentation Award for the Fiscal Year beginning July 1, 2025, awarded to the Treasurer/Finance Department Summary The Town Staff is pleased to announce that we have received notification that the Town of Vinton has received GFOA’s Distinguished Budget Presentation Award for the Fiscal Year 2025-2026 Budget. This is the 11th year that the Town has received this award, which represents a significant achievement for the Town. In order to receive the award, a budget document must satisfy the criteria to operate as a policy document, a financial plan, an operations guide, and a communications device. Budget documents must rate “proficient” in all four categories, and in the fourteen mandatory criteria within those categories to receive the award. Without support from the Mayor, Town Council, Town Management, and all Departmental Staff, this budget document and GFOA Distinguished Budget Award would not be possible. The Finance Department is looking forward to continuing to submit the budget document for the GFOA award, and to implementing improvement recommendations from the reviewers. The action will amend revenue and expenditure lines in both the Town’s General Fund and the Town’s Capital Fund for a total across both funds in the amount of $440,000.00. State law requires a public hearing to be held whenever a proposed budget amendment exceeds 1% of the locality’s total budget. Summary Town staff have identified a parcel of real property of interest to the Town, and as a result of informal discussions between the Town Manager and the property owners, the Town staff have negotiated a purchase price and purchase agreement with the owner. The total cost of the purchase of real property and associated costs by the Town is $260,000.00 as outlined in a purchase agreement presented to Town Council. The Town had not previously budgeted for this expenditure, so a budget amendment and appropriation is necessary for the purchase. The proposed resolution and list of budget amendments and appropriations would provide $180,000.00 from unassigned fund balance in the General Fund and $80,000.00 from interest on investments in the Capital Fund budgeted.
