Summary
Amyotrophic Lateral Sclerosis, commonly known as ALS or Lou Gehrig’s Disease, is a
progressive neurodegenerative disease that affects nerve cells in the brain and spinal cord,
leading to loss of muscle control and, ultimately, the ability to walk, speak, eat, and breathe.

PROCLAMATION
WHEREAS, Amyotrophic Lateral Sclerosis, commonly known as ALS or Lou Gehrig’s Disease,
is a progressive neurodegenerative disease that affects nerve cells in the brain and
spinal cord, leading to loss of muscle control and, ultimately, the ability to walk,
speak, eat, and breathe; and
WHEREAS, ALS can affect individuals of all backgrounds, without regard to age, gender, or
ethnicity, and there is currently no known cure; and
WHEREAS, thousands of Americans are living with ALS, and countless family members,
caregivers, healthcare professionals, researchers, and advocates work tirelessly to
provide support, raise awareness, and pursue advancements in treatment and
research; and
WHEREAS, during the month of May, communities across the nation unite to recognize ALS
Awareness Month and honor the courage and resilience of individuals living with
ALS, while also acknowledging the dedication of caregivers and advocates; and
WHEREAS, the Town of Vinton encourages residents to learn more about ALS, support those
affected by the disease, and recognize the importance of ongoing efforts to improve
the quality of life for individuals and families facing ALS.
NOW, THEREFORE, Mayor Bradley E. Grose and the Town Council hereby recognize May 2026 as ALS Awareness Month in the Town of Vinton and encourages all citizens to join in raising awareness and supporting efforts to find a cure for ALS.

Proclamation – GBB/CIDP Awareness Month
Summary
The month of May has been designated as GBS and CIDP Awareness Month to educate the
public and to focus attention on Guillain-Barre Syndrome (GBS) and Chronic Inflammatory
Demyelinating Polyneuropathy (CIDP), rare, paralyzing, and potentially catastrophic disorders
of the peripheral nerves.

PROCLAMATION
WHEREAS, the month of May has been designated as "GBS and CIDP Awareness Month" to educate the public and to focus attention on Guillain-Barre Syndrome (GBS) and Chronic Inflammatory Demyelinating Polyneuropathy (CIDP), rare, paralyzing, and potentially Catastrophic disorders of the peripheral nerves; and
WHEREAS, the cause of GBS and CIDP is unknown. The length of the illness is unpredictable. It is characterized by the rapid onset of weakness and often paralysis of the legs, arms, breathing muscles, and face. Usually, months of hospital care are required, with patients and families facing an uncertain future, not knowing if and when recovery will occur. Some may face long-term disabilities of varying degrees. GBS or CIDP can develop in any person at any age, regardless of gender or ethnic background; and
WHEREAS, in 1980, the Guillain-Barre Foundation International (now the GBS/CIDP Foundation International), was founded to provide a support network to patients and their families through the national office headquartered in Philadelphia and its 180 chapters with more than 40,000 members throughout the United States, Canada, Asia, Europe, Australia, South America, and South Africa; and
WHEREAS, Rick Forney is the Liaison for the local area chapter, serving as the link between patients, physicians, nurses, and families. The Foundation provides educational materials, including a comprehensive booklet, "GBS, an Overview for the Layperson," and newsletters, as well as funding medical research and conducting symposia; and
WHEREAS, the Foundations Medical Advisory Board includes prominent neurologists active in GBS and CIDP research, leading physicians in rehabilitation medicine, and physicians who, themselves, have had the disorder.
NOW, THEREFORE, Mayor Bradley E. Grose and the Vinton Town Council, on behalf of the citizens of our town,
proudly proclaim the month of May 2026 as GBS/CIDP AWARENESS MONTH in the Town of Vinton and encourage all the citizens to recognize the importance of raising awareness of GBS and CIDP.

Proclamation – National Public Works Week
Summary
The American Public Works Association advocates the recognition and celebration of Public
Works Week in all cities, counties, and towns across the U.S. The Week proudly honors the vital
contribution public works professionals make every day that leads to healthier, happier, more
vibrant communities.
"Rooted in Service, Powered by Community" is the theme for the 2026 National Public
Works Week poster. This year’s theme reminds us that public works professionals are motivated
to serve the communities that they love and power them to always do their best. The roots of
service run deep in public works. It’s what has propelled public works innovations that have helped
our communities evolve into places where people can lead lives of purpose and possibility. Some
work – like refuse collection and plowing roads is highly visible while other public works
contributions – like maintaining stormwater systems are sometimes hidden from view. Together,
these efforts form the foundation of thriving communities, reminding us that every project, seen
or unseen, powers the connection between service and people it supports.
For sixty-six years, this celebration has highlighted the impact that public works has on our daily
lives. Our community of 8,000 citizens in the Town depends on the men and women of the public
works profession who work tirelessly every day and often at night and on weekends, under all
weather conditions with quiet dedication to make our communities dynamic places to live and
work. Traditionally, the week is recognized by proclamations from the U. S. Senate, U.S. House,
and Governor of Virginia. This will be the twenty first year of celebration in the Town of Vinton.

WHEREAS, Public Works services provided in the Town are an integral part of our citizens,
institutions, businesses, and industries' everyday lives and well-being; and
WHEREAS, public support of the importance of effective and efficient Public Works services
such as street maintenance, sidewalk repair, solid waste collection, recycling, traffic
signal & sign maintenance, snow & ice removal, and stormwater collection,
improves the morale and performance of Public Works staff; and
WHEREAS, the health, safety, economic growth, and quality of life in our Town greatly depend
on these vital Public Works services; and
WHEREAS, Public Works staff also provide critical response capabilities, experience, and
support in times of emergency; and
WHEREAS, the efficiency of the qualified and dedicated people who staff Public Works is

Presentation of Certificate of Distinguished Budget Presentation Award for the Fiscal Year
beginning July 1, 2025, awarded to the Treasurer/Finance Department
Summary
The Town Staff is pleased to announce that we have received notification that the Town of Vinton
has received GFOA’s Distinguished Budget Presentation Award for the Fiscal Year 2025-2026
Budget. This is the 11th year that the Town has received this award, which represents a significant
achievement for the Town. In order to receive the award, a budget document must satisfy
the criteria to operate as a policy document, a financial plan, an operations guide, and a
communications device. Budget documents must rate “proficient” in all four categories, and in the
fourteen mandatory criteria within those categories to receive the award.
Without support from the Mayor, Town Council, Town Management, and all Departmental Staff,
this budget document and GFOA Distinguished Budget Award would not be possible. The Finance
Department is looking forward to continuing to submit the budget document for the GFOA award,
and to implementing improvement recommendations from the reviewers.

MUNICIPAL BUILDING, 311 SOUTH POLLARD STREET, VINTON, VIRGINIA
WHEREAS, the Town Council has established standing Council Committees, including
Finance, Community Development, and Public Works, to provide focused review and
recommendations on matters within their respective areas of responsibility; and
WHEREAS, members of Town Council are appointed to such Committees each election year
for two-year terms; and
WHEREAS, the Community Development Committee fulfills the need for a Council Committee
to review and consider matters pertaining to the Planning & Zoning Department, the Community
Programs & Facilities Department, Economic Development, and the Police Department.
WHEREAS, the Town Council recognizes the importance of a consistent, transparent, and
efficient process for the review of Requests for Proposals (RFPs) for projects within the Town;
and
WHEREAS, the establishment of a subcommittee dedicated to the review of RFPs will enhance
due diligence, promote fairness and competitiveness, and provide informed recommendations to
the Town Council;
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Vinton,
Virginia, that:
1. A subcommittee of the Community Development Committee, to be known as the “RFP
Review Subcommittee,” is hereby established.
2. The RFP Review Subcommittee shall:
o Review all Requests for Proposals issued by the Town for projects within the
Town of Vinton;
o Evaluate proposals received in response to such RFPs in accordance with
applicable laws, policies, and evaluation criteria;
o Confer with relevant staff, departments, and consultants as necessary; and
o Make recommendations to the Community Development Committee and/or
directly to Town Council, as appropriate, for final consideration and action.
3. The Mayor will appoint two members of Community Development Committee to the
RFP Review Subcommittee. In addition, the Mayor may, in his discretion, appoint other
Town employees, or appointees to the RFP Review Subcommittee as he deems
appropriate. The Mayor may remove members of the RFP Review Subcommittee with or
without cause, provided two members of the Community Development Committee are
members of the Subcommittee. Town staff shall provide administrative support for the
RFP Review Subcommittee.
4. The RFP Subcommittee shall operate in accordance with applicable provisions of the
Code of Virginia, Town ordinances, and adopted policies governing procurement, public
meetings, and ethics.
5. This Resolution shall take effect immediately upon adoption.

Consideration of public comments regarding the proposed FY2026-2027 Town of Vinton Budget
Summary
This year’s budget represents a balanced budget with a cautiously optimistic outlook. The proposed FY27
Budget for the General Fund totals $15,404,943, which represents an increase of 13.63% or $1,847,762
over the previous fiscal year. The proposed FY27 Budget for all funds totals $17,203,943, which
represents an overall increase of 22.35%. This overall increase for all funds is primarily due to the large
transfer of funds from the General Fund to the Capital Fund for one-time projects.

WHEREAS, the Town Charter requires that a budget be adopted by July 1st for the new fiscal
year; and
WHEREAS, the Council has reviewed the proposed budget and is of the opinion that the Town
government can operate for the twelve-month period beginning July 1, 2026, to June
30, 2027, with the revenues and expenditures contained in the attached budget; and
WHEREAS, any funds appropriated in this budget to any Town department may be used as
participating funds in any Federal Aid Programs for like purposes, with the prior
approval of the Town Council.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Town of Vinton, Virginia, that
the budget for the fiscal year beginning July 1, 2026, and ending June 30, 2027, be set forth herein.
BE IT FURTHER ORDAINED that this ordinance provides for the daily operation of the
Department of Law and the Department of Finance, and in an emergency.

WHEREAS, the costs to maintain and operate the building have also increased; and
WHEREAS, the last rate increase was adopted by Council on December 18, 2018; and
WHEREAS, the Finance Committee of the Vinton Town Council has reviewed the request for the
Vinton War Memorial and recommends approval by Town Council.

Consideration of public comments concerning the proposed amendment and additional appropriation to
the Town of Vinton’s FY2025-2026 budget to appropriate funding for the purchase of real property in
the total amount of $260,000.00. The action will amend revenue and expenditure lines in both the Town’s
General Fund and the Town’s Capital Fund for a total across both funds in the amount of $440,000.00.
State law requires a public hearing to be held whenever a proposed budget amendment exceeds 1% of
the locality’s total budget.
Summary
Town staff have identified a parcel of real property of interest to the Town, and as a result of informal
discussions between the Town Manager and the property owners, the Town staff have negotiated a
purchase price and purchase agreement with the owner.
The total cost of the purchase of real property and associated costs by the Town is $260,000.00 as
outlined in a purchase agreement presented to Town Council. The Town had not previously budgeted
for this expenditure, so a budget amendment and appropriation is necessary for the purchase.
The proposed resolution and list of budget amendments and appropriations would provide $180,000.00
from unassigned fund balance in the General Fund and $80,000.00 from interest on investments in the
Capital Fund budgeted. Due to it being transferred from the General Fund to the Capital Fund, the
$180,000.00 also must be counted as revenue in the Capital Fund, resulting in a total appropriation of
$440,000.00 across the two funds.
Section 15.2-2507 of the 1950 Code of Virginia, as amended, requires any locality to hold a Public
Hearing in order to amend its budget when any such amendment exceeds one percent (1%) of the total
expenditures shown in the currently adopted budget. The Notice of this Public Hearing was advertised
in The Vinton Messenger on May 7, 2026.

Lee Avenue, 107 East Lee Avenue, and 0 South Pollard for the purchase price of $250,000, ratifies
the execution of the foregoing agreement on May 6, 2026, by Adam E. Cody Sexton in his capacity
as Deputy Town Manager, and authorizes the Mayor or Town Manager, either of whom may act, to
accept the conveyance of the referenced properties.
